Abstract

Within the scope of this study, the conceptual framework is formed by taking the relationship between local governments and child participation into consideration. The integrity and consistency of the issue is aimed to be improved by a field research including interviews with three sub-groups in the sample composed of the members of the Municipal Assembly, Child Council, and non-member children within the borders of the municipality of Istanbul Kağıthane.  Children, who participated in the interviews, were provided with an internal perspective on their own subjective world with the help of empowerment initiatives provided by local authority and right to speak. Interviews has been conducted with the Children's Assembly of Kağıthane and the role of the child assembly in local government has been examined.  In the research, it has been concluded that children could not fully define the children's assembly and that children's rights awareness in local governments was not fully realized. In order to protect and promote children's rights and to learn their rights, children's parliament should be introduced and children should play a more active role. At this point, education programs should be organized in schools. In this context, child council practices should be supported by taking into consideration the wishes of children. Children should be educated in the creation and adoption of urban culture by providing trainings, and children should be encouraged to have a say in the city they live in.

Yerel Yönetimlerde Çocuk Katılımı: Kâğıthane Çocuk Meclisi Örneği

Abstract

Bu çalışmada yerel yönetimler ve katılım ilişkisi ele alınarak kavramsal çerçeve oluşturulmakta ve bir örnek-olay incelemesi olarak İstanbul Kâğıthane İlçe Belediyesi sınırlarında, “Kent Konseyi Çocuk Meclisi Başkanı-Çocuk Meclisi üyeleri-üye olmayan çocuklardan oluşan örneklemdeki” üç alt-grupla mülakatları içeren alan araştırmasıyla, konunun bütünlüğü ve tutarlılığı geliştirilmeye çalışılmaktadır.
Çalışma çocukların hayatını etkileyen yerel toplumsal politikada dinlenilme ihtiyacı ve çocuk haklarını gözetme ilkesiyle, çocukların bilgiye dayalı gelişmesini öngörmektedir. Bu çalışmada yerel yönetimler ve katılım ilişkisi ele alınarak kavramsal çerçeve oluşturulmaktadır. Mülakata katılan çocuklara yetki ve söz hakkının verilmesi ile birlikte, kendi öznel dünyalarına iç-görü sağlanmış olmakta ve araştırma sürecinin yalnızca nesnesi olmaktan öte, bir özne ve işbirliği aktörü olmalarına imkân verilmektedir. Nitel alan araştırmasında, yarı-yapılandırılmış mülakat çalışması, Kâğıthane çocuk meclisi örneklemi üzerinden ele alınmış ve çocuk meclisinin yerel yönetimdeki rolü incelenmiştir. Bu bağlamda yerel yönetim düzeyindeki katılım olgusu ve uygulamada durum, gözlem ve mülakat çalışmasıyla analiz edilmeye çalışılmıştır. Alan araştırması sonucundaki bulgulardan yararlanılarak bazı çözüm önerileri sunulmaktadır.
Araştırmada çocukların çocuk meclisini tam olarak tanımlayamadıkları ve yerel yönetimlerde çocuk hakları bilincinin tam olarak gerçekleşmediği sonucuna varılmıştır. Öğrencilerin çocuk meclisini oyun oynanacak alanlar olarak tanımlamaları, kendi haklarının farkında olmadıklarını ve toplumda yaşayan birey olarak haklarını tanımlamada eksikler olduğunu göstermiştir. Bu nedenle çocuk meclislerinin önemine ve çocuk hakları eğitimine yönelik olarak okullarda eğitim programları düzenlenmelidir. Bu bağlamda çocuk meclisi uygulamaları çocukların istekleri de göz önüne alınarak desteklenmelidir. Çocuklara eğitimler verilerek, kent kültürünün oluşturulması ve benimsenmesi konusunda çalışmalar yapılmalı, çocukların yaşadıkları kentte söz sahibi olmalarına destek olunmalıdır.
