Abstract

Economic integration is the lever to the political integration of Western Europe. However
the objective is to be achieved by stages through a dynamic development of
the Community. The founding Treaties reflect not only a programme in that direction
but also the means of achieving it. The EEC is the centrepiece of this design. Article 2
of the EEC Treaty states that:
