Abstract

There is a common sense that culture has an effect on the international negotiations. Initially, this article is to examine the general ej)"ects of culture on the international negotiations. Then, comes accordingly these effects apply w special accession talks befu•een Turkey and the European Union. According to these results, allhough culture has some effecrs on these negotiations, we couldn't take the culture as a scapegoat during the process between those parties,
