FREE MOVEMENTThe effect of the customs union and the world trade is that the external trade of the
member state is governed by common rules. Thus the Community constitutes a single
trade unit surrounded by a common customs barrier and capable alone, to the
exclusion of the member states, to enter into international agreements regulating
trade. The system rests upon the twin principles of Common Customs Tariff and
Common Commercial Policy whose elements will be analysed below. The member
