Abstract
Unchanged phenomenon in business administration is to maintain company’s existence from today to future. In today’s contemporary world, this phenomenon is related to getting competitive factors, which gained speed with the procedures of globalization and communication technologies and continuous changing skills. In organizations, some cultural values are needed in order to catch changing environment. From this point of view, management teams of organizations, which have to adopt to change, have recognized the importance of human resources managing day by day. Acquiring required productivity of human resources depends on using a proposal mechanism in order to reveal personnel’s creativeness. In this study, it will be discussed the values of organizational culture which are required to generate an effective proposal mechanism.
