TOTAL QUALITY MANAGEMENT IN HIGHER EDUCATION AND AN EVALUATION FOR TURKEY

Abstract

Günümüzde kalite, organizasyonların başarısında çok önemli bir rol oynayan, devrimsel bir kavram olarak nitelendirilmektedir. Toplam Kalite Yönetimi hak ettiği ünü endüstride kazanmış, bunun ardından hizmet sektörünün ve dolayısıyla yüksek öğretim kurumlarının dikkatini çekmeye başlamıştır. Yüksek öğretim kurumları, Toplam Kalite Yönetimini geçen yüzyılın başından itibaren kullanmaya başlamışlardır. Bu çalışmada, Toplam Kalite Yönetimi kavramına yönelik genel bir değerlendirme sunulmuştur. Ardından, tarihsel ve de teorik olarak yüksek öğretim kurumlarındaki toplam kalite uygulama girişimleri açıklanmış ve bazı Avrupa ve ABD üniversitelerinden konu ile ilgili örnekler verilmiştir. Son olarak, Türkiye ’de yüksek öğretimde kalite konusuna değinilmiş ve konu ile ilgili genel bir durum değerlendirilmesi yapılmıştır. Toplam Kalite Yönetiminin Türkiye ’deki yüksek öğretim kurumlarına uygulanmasına yönelik bazı sorunlar tespit edilmiştir. Bu tespitin ardından, son olarak, ülkemizdeki yüksek öğretim kurumlarında Toplam Kalite Yönetimine ilişkin sorunlara yönelik bazı çözüm önerilerinde bulunulmuştur.
