Abstract

Nowadays, the rapid changes of the social and economic establishments which is particularly related employment is changing and increasing the competences expected from human resource and in the same way is forcing to change the conventional paradigms on the vocational and technical education systems. The changing paradigms on the vocational and technical education exposed in this article. To be able to adapt to social and economic developments and to increase the effectively of the vocational and technical education systems: it is necessary to plan the vocational and technical training programmes over a strong academic base education and to implement them along with academic lessons; the durations of the basic education which is required to start to the vocational and technical training programmes should be to make longer as far as possible and the vocational and technical education gradually should be transfer to beyond high school; on the contrary the numbers of the occupations increase, the numbers of the vocational and technical training programmes should be decrease and there should be constitute more wide coverage programme title; at both high schools and junior high schools, because of the every vocational and technical programme has different scientific and technological composition, there should be implement specific durations for every curriculum and students should be selected to vocational and technical programmes via academic tests
