Uzunköprü Vocational School: The PDCA Cycle in In-Service Training: A Comprehensive Case Analysis

Abstract

This case analysis investigates the integration of the Plan–Do–Check–Act (PDCA) cycle into In-Service Training (IST) processes for continuous quality assurance in higher education. It presents the closing evaluation findings and strategic actions of the In-Service Development Program implemented at Uzunköprü Vocational School (UMYO) in 2025 (Uzunköprü Meslek Yüksekokulu, 2025). The program was assessed using a mixed-methods approach involving 20 academic and administrative personnel. Quantitative results indicated exceptionally high satisfaction (General Mean 4.93), validating the efficacy of the Plan and Do phases. Perfect scores were achieved for Professional Contribution (5.00) and Content Relevance. Crucially, the Time Management dimension scored significantly lower (4.12), signaling a constraint related to organizational workload. Qualitative data confirmed this by revealing demands for schedule optimization (shorter sessions) and new skill enhancement focused on advanced data analysis software (SPSS/NVivo). The Act phase provided strategic organizational responses to these structural findings from the Check phase. Key actions formalized include Schedule Optimization (spreading the program across Fall 2025 and Spring 2026), Module Content Standardization, and the creation of a Digital Content Repository. These strategic interventions align with Senge's (1990) concept of the leader as a 'designer' and facilitate the conversion of individual learning into institutional knowledge, as posited by Nonaka and Takeuchi (1995). The study concludes that the PDCA cycle serves as a dynamic and robust management framework in higher education, effectively translating evaluation data into measurable organizational change and fostering a sustainable, data-driven culture of continuous improvement, extending beyond mere curriculum refinement.
