Call for Papers: Global Stocktake of International Climate Policymaking on the 10th Anniversary of the Paris Agreement

METU Studies in Development is pleased to invite scholars, researchers, and policymakers to submit papers for the 10th anniversary of the Paris Agreement, to be published in June 2025 issue. This call for papers aims to critically examine and take stock of the national and international climate policymaking landscape over the past decade, assessing progress, gaps, and future directions.

Since its adoption in December 2015, the Paris Agreement has served as a cornerstone of global efforts to combat climate change. The main objective of the Paris Agreement was set as to keep the rise in global average temperature "well below 2°C above pre-industrial levels" and to strive to "limit the temperature increase to 1.5°C above pre-industrial levels." According to research from the UN’s Intergovernmental Panel on Climate Change (IPCC), greenhouse gas emissions must peak by 2025 at the latest and then decrease by 43% by 2030 to achieve the 1.5°C target. The IPCC cautions that exceeding the 1.5°C threshold could lead to significantly more severe climate impacts. Additionally, the Paris Agreement focused on enhancing the global capacity to adapt to the negative effects of climate change.

As we mark the 10th anniversary of this landmark agreement, it is essential to undertake a comprehensive stocktaking of the climate policymaking landscape, both for Türkiye and at the global level. This involves critically assessing the successes, shortcomings, and evolving dynamics of climate governance, as well as identifying opportunities for more effective and equitable policy interventions.

We welcome submissions from a wide range of disciplines, including environmental policy, political science, economics, international relations etc. Papers may focus on, but are not limited to, the following themes:
• Nationally Determined Contributions (NDCs) and Policy Implementation: Analysis of the evolution of NDCs, national policy frameworks, and the degree of implementation across different countries and regions.
• Progress in Global Climate Governance: A comprehensive assessment of the achievements and shortcomings in global climate governance since the adoption of the Paris Agreement.
• Climate Finance and Equity: Stocktaking of climate finance commitments and delivery, including discussions on equity, justice, and the implications for global North-South relations.
• Adaptation and Loss and Damage: Evaluation of the international community’s progress in addressing adaptation needs and compensating for loss and damage, particularly in the most affected regions.
• Sectoral Approaches and Policy Integration: Critical analysis of how climate policies have been integrated across different sectors (e.g., energy, transportation, agriculture).
• Technological Developments and Policy Support: Exploration of technological innovations, their policy support, and their role in advancing climate goals over the last decade.
• Future Pathways for International Climate Policy: Discussions on potential reforms, new mechanisms, and future directions for international climate policy, including the role of emerging agreements and coalitions.

Submission Guidelines

Paper Submission: Authors are invited to submit full papers between 5,000 and 10,000 words (including references).
Formatting Requirements: All submissions should follow the METU Studies in Development formatting guidelines, which are available on our website at https://dergipark.org.tr/en/pub/metusd
Paper Submission Deadline: April 10th 2025
Expected Publication Date: June 2025
All submissions will undergo a rigorous double-blind peer-review process to ensure the highest standards of academic quality.
