Evolving Migration Policies in the Face of Rising Populism

Abstract

After the onset of the Syrian Civil War in 2011, the intensity of the mass migration towards neighboring countries brought the concept to the forefront once again on the international stage. However, migration is not the only concept that became visible during this period. Indeed, following the significant human mobility, the concept of populism, which had been on the rise for some time, became associated with migration and subject to debate. Countries that adopted different identities within the context of migration found themselves confronting an influx of people they could not control, leading them to question the effectiveness of their long-standing migration policies since 2011. In this context, the concept of populism provided a platform for the harsh criticism of old migration policies and played a significant role in shaping new ones. Tools of populism such as ideology, strategy, discourse, and political logic were actively employed. Populism was actively used by various political actors in different contexts to reshape migration policies. In this regard, populism, migration, and migration policies will be examined separately. Subsequently, a conceptual framework will be presented, followed by a discussion on how these international crises, necessitating human mobility, have influenced the change in states' migration policies through the lens of populism.

Yükselen Popülizmin Gölgesinde Değişen Göç Politikaları

Abstract

2011 yılında başlayan Suriye İç Savaşı sonrasında, bölgeden çevre ülkelere doğru gerçekleşmeye başlayan kitlesel göçün yoğunluğu, kavramı uluslararası arenada tekrar görünür kılmıştır. Ancak göç, bu dönemde görünür hale gelen tek kavram değildir. Zira bahse konu yoğun insan hareketliliği sonrasında uzun süredir yükselişte olan popülizm kavramı da göç ile anılmaya başlanmış ve tartışmaya açılmıştır. Göç kavramı özelinde farklı kimlikler edinip buna uygun olarak hareket eden ülkeler, 2011 yılından itibaren kontrol edemeyecekleri yoğunlukta bir insan akınıyla karşı karşıya kalınca uzun süredir takip ettikleri göç politikalarının işlerliğini tartışmaya açmak zorunda kalmışlardır. Bu bağlamda popülizm kavramı eski göç politikalarının acımasızca eleştirilmesi için bir zemin oluştururken; yeni göç politikalarının inşasında da önemli bir rol oynamıştır. Popülizmin inşa araçları olan ideoloji, strateji, söylem ve siyasi mantık kavramları faal olarak kullanılmıştır. Popülizm farklı siyasi aktörler tarafından farklı bağlamlarda kullanılarak göç politikalarının yeniden üretimi sürecinde aktif olarak kullanılmıştır. Bu çalışma, özellikle 2011 sonrasına odaklanarak göçe hedef olan ülkelerin göç politikalarının oluşumunda popülizmin siyasi aktörlerce tarafından nasıl araçsallaştırıldığına odaklanacaktır. Bu kapsamda öncelikle popülizm, göç ve göç politikaları kavramları ayrı ayrı incelecek; daha sonra bu kapsamda öncelikle kavramsal çerçeve sunulacak ve daha sonra sunulan bu kavramsal çerçeve ışığında, insan hareketliliğini zorunlu kılan bu uluslararası krizlerin devletlerin göç politikalarının değişimi sürecindeki etkisi popülizm kavramı üzerinden tartışılacaktır.
