Körfez’de Kültür Politikasının Gelişimini Anlamak: Doha ve Dubai Üzerine Bir Değerlendirme

Abstract

Kültür politikaları, kültürün sadece sanat yönetimi açısından yorumlanmadığı gelişme, üretim ve pazarlama açısından ele alındığı bir alan olmuştur. Kültür politikaları kent kimliğine bağlı olduğu gibi ekonomiye ilişkin politikaları da oluşturmuştur. Bu araştırma küreselliğe yönelik olarak gelişen kültür politikalarını Doha ve Dubai örneklemi üzerinden değerlendirilmeyi amaçlamıştır. Bunun sebebi yeraltı yatırımlarından kaynaklı servete sahip ve nüfus yoğunluğu az olan bu kentlerin kültür politikalarını incelemektir. Ayrıca bölgenin en fazla turist çeken destinasyonları ve en çok turizm harcamasının yapıldığı kentler olması örneklem seçiminde etkili olmuştur. Bu değerlendirmede Dubaileşme ve Dohalaşma olarak iki kavram kullanılmış ve kültür politikalarının bu açıdan ele alınması amaçlanmıştır. Araştırma evreninin bu kentler özelinde seçiminde bölge üzerine hazırlanmış akademik araştırmalar nitel açıdan yorumlanmıştır. Literatür taraması kültür politikalarının sanat ve müzeler aracılığıyla incelenmesiyle sınırlandırılmıştır. İnceleme kültür politikası kavramının örneklem üzerinden değerlendirilmesidir.
