Türk Eğitim Sisteminde Dijitalleşmeye Yönelik Uygulamalar

Abstract

Teknolojinin hızla geliştiği günümüzde, yaşamın her alanında meydana gelen değişmeler eğitim politikalarında da paradigma değişimini zorunlu hâle getirmiştir. Tüm dünyada klasik eğitim sistemlerinin yerini dijitalleşmiş ya da harmanlanmış eğitim sistemleri almaya başlamıştır. Web 2.0 araçları ve yaygın ağ alt yapısıyla dünya genelinde internete ulaşım kolaylığı, bilgiye ulaşılabilirliği de kolaylaştırmıştır. Türkiye’de eğitime dair politika üretenlerin eğitimin kalitesini artırma, teknolojinin eğitim alanına uygulanması, yöntem ve teknik özelliklerde meydana gelen değişimler bağlamında yapılan uygulamalar bu çalışmanın konusunu oluşturmaktadır. Çalışmada Türkiye’de eğitim politikalarından sorumlu olan Millî Eğitim Bakanlığı’nın dijitalleşme serüvenindeki pozisyonu, fırsatları, kurumsal ve insani kapasitesi de bu yeni dönemin gereklilikleri doğrultusunda yeniden ele alınmaya çalışılmıştır. Temel amaç, Millî Eğitim Bakanlığının eğitim politikalarında dijital yeterliliklere ne ölçüde yer verdiği ve bu becerilerin geliştirilmesi noktasında hangi araçları kullandığı, dijital eğitime yönelik hangi planlamaları yaptığının belirlenmesidir. Sonuç olarak, Türkiye açısından eğitimde politika yapıcıların dijital eğitime nasıl yaklaştıkları, eğitim kurumlarına bu yaklaşımların nasıl yansıdığı ile ilgili bulgular elde edilmiş ve bu bulgular nitel araştırma yöntemleriyle incelenmeye çalışılmıştır.

Applications of Digitalization in the Turkish Education System

Abstract

In today's rapidly developing technology, changes in all areas of life have made it necessary to change the paradigm in education policies. ‎All over the world, classical education systems have started to be replaced by digitalized or blended education systems. The ease of access to the Internet worldwide, with its Web 2.0 tools and widespread network infrastructure, has given a new face to the accessibility and quality of information. The applications made in the context of improving the quality of education, the application of technology to the field of education, the changes in the method and technical characteristics of the policy makers in Turkey are the purpose of this research. The digitalization process of the Ministry of National Education, which is the institution responsible for implementing education policies in Turkey, the opportunities and handicaps in this process, its institutional and human capacity are discussed qualitatively. The study aims to determine the applications of the Ministry of National Education on digitalization skills in education policies, and to what extent these applications address digital competencies and 21st century skills. In the research, findings about how policy makers approach digital education in education, how they use digital application tools in education, how these application examples are reflected in educational institutions were discussed and these findings were tried to be examined with qualitative research content analysis methods.
