The state and power with government units play an important role in the politogenesis defining process. In the science of history there is no exact notion about the Kirghiz state political power system. If some scholars call the country of the Kirghiz a state, the others give the name of khanate. In this paper the Kirghiz Khaganate power structure has been investigated along with the analysis of thegovernment power apparatus. The khanate power structure was considered to be typical for the political system of the Central Asian ethnos. From this perspective the Kirghiz mastered the Khaganate power. At the same time we notice that the Kirghiz Khaganate power structure was formed by analogy with the Chinese Tan dynasty government system. According to the complicated characteristics of the Kirghiz state power system the politogenesis process was concluded with the Khaganate power
