This study, which aims to examine the data-based decision-making process in primary schools in Kars province, was carried out in a phenomenological design, one of the qualitative research methods. The study group of the research consists of 10 administrators working in primary schools in the province of Kars, determined by the maximum diversity sampling technique. The research data were handled through in-depth interviews with the participants and analyzed by content analysis. According to the results of the research, although the administrators have difficulty in defining data-based decision making, they take the data about students, teachers, parents and school operation into consideration in the decision process. These data are usually KBS, MEBBIS etc. It is obtained through public electronic data systems or face-to-face through interviews, meetings, exams, surveys and observations, or through speech and correspondence through applications such as telephone, internet and social media. In the data analysis and evaluation process, administrators mostly cooperate with other administrators and teachers and can apply simple statistical analyzes. While it is stated that data-based decision making is beneficial in terms of correct, reliable and versatile decision-making, persuasion, initiative and communication, the main difficulties encountered are the lack of knowledge and skills regarding the process, technical problems, inability to provide data security and access to correct data.
