Data-Based Decision Making in Primary Schools from the Perspective of Administrators

Abstract

This study, which aims to examine the data-based decision-making process in primary schools in Kars province, was carried out in a phenomenological design, one of the qualitative research methods. The study group of the research consists of 10 administrators working in primary schools in the province of Kars, determined by the maximum diversity sampling technique. The research data were handled through in-depth interviews with the participants and analyzed by content analysis. According to the results of the research, although the administrators have difficulty in defining data-based decision making, they take the data about students, teachers, parents and school operation into consideration in the decision process. These data are usually KBS, MEBBIS etc. It is obtained through public electronic data systems or face-to-face through interviews, meetings, exams, surveys and observations, or through speech and correspondence through applications such as telephone, internet and social media. In the data analysis and evaluation process, administrators mostly cooperate with other administrators and teachers and can apply simple statistical analyzes. While it is stated that data-based decision making is beneficial in terms of correct, reliable and versatile decision-making, persuasion, initiative and communication, the main difficulties encountered are the lack of knowledge and skills regarding the process, technical problems, inability to provide data security and access to correct data. To facilitate the data-based decision-making process, administrators have various expectations regarding the individual, school management and senior management

Yöneticilerin Bakış Açısından İlköğretim Okullarında Veriye Dayalı Karar Verme

Abstract

Kars ili ilköğretim okullarındaki veriye dayalı karar verme sürecini incelemeyi amaçlayan bu çalışma, nitel araştırma yöntemlerinden fenomenolojik desende yürütülmüştür. Araştırmanın çalışma grubunu maksimumum çeşitlilik örnekleme tekniği ile belirlenen, Kars ilindeki ilköğretim okullarında görev yapmakta olan 10 yönetici oluşturmaktadır. Araştırma verileri katılımcılarla yapılan derinlemesine görüşmeler yolu ile ele edilmiş olup içerik analizi ile çözümlenmiştir. Araştırma sonuçlarına göre yöneticiler veriye dayalı karar vermeyi tanımlamakta güçlük çekmekle birlikte öğrenci, öğretmen, veli ve okul işleyişine yönelik verileri karar sürecinde dikkate almaktadırlar. Bu veriler genellikle KBS, MEBBİS vb. kamu elektronik veri sistemlerinden yahut görüşme, toplantı, sınav, anket ve gözlem yoluyla yüz yüze ya da telefon, internet ve sosyal medya gibi uygulamalar aracılığı ile konuşma ve yazışma aracılığı yoluyla elde edilmektedir. Verilerin analiz ve değerlendirme sürecinde yöneticiler, çoğunlukla diğer yönetici ve öğretmenlerle işbirliği yapmakta ve basit istatistiksel analizler uygulayabilmektedirler. Doğru, güvenilir ve çok yönlü karar alma, ikna, inisiyatif ve iletişim konularında veriye dayalı karar vermenin yararlı olduğu ifade edilirken sürece ilişkin bilgi ve beceri eksikliği, teknik aksaklıklar, veri güvenliğini sağlayamama, doğru veriye ulaşamama karşılaşılan başlıca zorluklardır. Veriye dayalı karar verme sürecinin kolaylaştırılması için yöneticilerin, birey, okul yönetimi ve üst yönetimlere ilişkin çeşitli beklentileri söz konusudur.
