An effective education the application of effective educational process is possible that student, parent, teacher, principal and supervisor and supervisor of city education affect each other positively. Supervisors and education supervisors of city education are helper to teachers and principal who are the applicators of education about improving of theirselves. Supervisors and supervisors of city education should be competent in their jobs and improve their speaking skills. Speaking skill is the first step of communication. Therefore, they are expected to use their speaking skills effectively. In this survey, it was targeted to determine how much they have speaking skill ability by evaluating of speaking skills of supervisors and supervisors of city education according to comments of principals and teachers. Survey is a descriptive study according to scanning model. The source of the survey contains principals and teachers working at schools in Konya city. Sampling was done by using 191 schools, 851 principals and teachers. All of them were chosen by using stratified sampling method. Data were obtained by using Effective Speaking Scale developed by the researchers. According to the results, it can be seen that the speaking skills of supervisors and supervisors of city education are inadequate or moderate enough
Etkili bir eğitim sürecinin yaşanması; öğrenci, veli, öğretmen, yönetici ve maarif müfettişlerinin birbirlerini olumlu yönde etkilemesiyle mümkündür. Eğitimin uygulayıcıları olan öğretmen ve yöneticilerin kendilerini geliştirmelerinde yardımcı olacak yetkili kişiler maarif müfettişleridir. Maarif müfettişlerinin meslekî bakımdan yetkin olmalarının yanında iletişim becerilerinin de gelişmiş olması ve dolayısıyla iletişimin ilk adımı olan konuşma becerisini etkili biçimde kullanmaları beklenmektedir. Araştırmada; maarif müfettişlerinin konuşma becerileri, yönetici ve öğretmen görüşlerine göre değerlendirilerek etkili konuşma becerisine ne kadar sahip olduklarının belirlenmesi amaçlanmıştır.
Araştırma tarama modelinde betimsel bir çalışmadır. Araştırmanın evreni, 2013-2014 eğitim-öğretim yılında Konya ilinde görev yapan yöneticiler ve öğretmenlerden; örneklem ise Konya ilinden tabakalı örnekleme yöntemine göre seçilen 191 okul ve 851 yönetici ve öğretmenden oluşmaktadır.
Veriler, araştırmacılar tarafından geliştirilen “Etkili Konuşma Ölçeği” kullanılarak toplanmıştır. Verilerin analizi sürecinde frekans, yüzdelik, bağımsız t testi, tek yönlü Anova ve Pearson Korelasyon katsayısı tekniklerinden yararlanılmıştır. Sonuçlara göre yönetici ve öğretmen görüşlerine göre maarif müfettişlerinin konuşma becerilerinin “yetersiz” ve “orta derecede yeterli” olduğu tespit edilmiştir.
