The Humanitarian Gaze of the Colonizer: Palestine in the UNRWA Film Archive (1950-1970)

Abstract

This article analyzes the films made by the United Nations Relief and Works Agency for Palestine Refugees in the Near East (UNRWA) in Palestinian refugee camps between 1950 and 1970. The study examines the historical and political relationship between colonialism and humanitarianism in the context of Visual Culture. Visual Culture, which examines how people see the world and how images circulate, relates visual practices to the social world from which they emerge beyond content and representation analysis. Therefore, the visuality produced by humanitarian aid organizations is not independent from the aid activities carried out by these organizations and the social and political conditions that pave the way for these activities. The UNRW archive, which has expanded over the years, has not only documented the living conditions of refugees, but also revealed the way humanitarian aid organizations visualize and convey the events in Palestine to the audience. The research starts from the question of how visuality is constructed and examines the films through Visual Culture historian Nicolas Mirzoeff's concepts of classification, separation and aestheticization. The study concludes that the humanitarian gaze censors and legitimizes colonial violence.

Sömürgecinin İnsancıl Bakışı UNRWA Film Arşivinde Filistin (1950-1970)

Abstract

Bu makalede Birleşmiş Milletler Yakın Doğu’daki Filistinli Mültecilere Yardım ve Bayındırlık Ajansı (UNRWA) tarafından 1950-1970 yılları arasında Filistin mülteci kamplarında çekilen filmler incelenmektedir. Çalışma sömürgecilik ve insancıllık arasındaki tarihsel ve politik ilişkiyi görsel kültür bağlamında ele almaktadır. İnsanların dünyayı nasıl gördüğünü ve imgelerin nasıl dolaşıma girdiğini inceleyen görsel kültür, içerik ve temsil analizlerinin ötesinde görsel pratikleri içinden çıktığı toplumsal dünya ile ilişkilendirir. Dolayısıyla insani yardım kuruluşları tarafından üretilen görsellik söz konusu kuruluşların yürüttükleri yardım faaliyetlerinden ve bu faaliyetlere zemin hazırlayan Yıllar içerisinde genişleyen UNRWA arşivi mültecilerin yaşam koşullarını belgelemekle kalmamış, insani yardım kuruluşlarının Filistin’de yaşananları görselleştirme ve izleyiciye aktarma biçimini de ortaya koymuştur. Araştırmada görselliğin nasıl inşa edildiği sorusundan hareket edilmekte ve filmler görsel kültür tarihçisi Nicolas Mirzoeff’in sınıflandırma, ayırma ve estetize etme kavramları üzerinden incelenmektedir. Yapılan araştırmanın neticesinde insancıl bakışın sömürgeci şiddeti sansürlediği ve meşrulaştırdığı sonucuna varılmıştır.
