The Novel Dynamic of Regionalism: The Organization of Turkic States and Azerbaijan

Abstract

In the 21st century, as members of the world, states are exposed to intense conflicts, political turmoils and dynamic changes. In this context, some people have had to flee their homelands or have been forced into internal migration. Although history has divided the Turkish peoples, today they grasp the chance to come together again for political strength and support. In this context, the hypothesis that the Organization of Turkic States will encourage regional development for the Turkic States, subsequently initiate a new regional integration process, and that Azerbaijan will turn into one of the main keys of the new geopolitical dynamic, constitutes the main research subject of the study. The research topic determined within the scope of the study was placed in a theoretical framework in the context of civilization and regionalism. The historical development process of the aforementioned organization was discussed in the context of the Summits, and it was concluded that Azerbaijan would be the new door opening to the unity issue in the Turkic World, especially in the field of green energy and geostrategy.

Bölgeselciliğin Yeni Dinamiği: Türk Devletleri Teşkilatı ve Azerbaycan

Abstract

21. yüzyıl dünyasının mensupları olarak devletler yoğun çatışmalara, siyasal çalkantılara ve dinamik değişimlere maruz kalmaktadır. Bu bağlamda bazı insanlar ana vatanlarından kaçmak zorunda kalmış veya iç göçe zorlanmıştır. Durum böyle olunca onların tarihi köklerinden, ulusal ve manevi değerlerinden uzaklaşması söz konusu olmuştur. Her ne kadar tarih Türk halklarını ayırmış olsa da günümüzde onlar yeniden güç ve destek için bir araya gelmişlerdir. Köklere olan tarihi ve manevi bağların sağlamlaştırılması ve Türk milletlerinin birliğinin korunmasını kendine amaç edinen Türk Devletleri Teşkilatı farklı alanlardaki iş birliğinin genişletilmesine olanak sağlamaktadır. Bu bağlamda Türk Devletleri Teşkilatı’nın Türk Devletlerine yönelik bölgesel kalkınmayı teşvik edeceği, buna müteakip yeni bölgesel entegrasyon sürecini başlatacağı ve Azerbaycan’ın bu minvalde yeni jeopolitik dinamiğin esas anahtarından birine dönüşeceği hipotezi çalışmanın esas araştırma konusunu teşkil etmektedir. Çalışma kapsamında belirlenen araştırma konusu medeniyet ve bölgeselcilik bağlamında teorik çerçeveye oturtulmuş, adı geçen teşkilatın tarihi gelişim süreci Zirveler bağlamında ele alınmış ve özellikle Azerbaycan’ın enerji ve jeostratejik alanda Türk Dünyası’ndaki birlik meselesine açılan yeni kapı olacağı kanaatine varılmıştır
