The Tangled Alliance: An Analysis of Turkey-US Relations During the Biden Era Within the Framework of Neoclassical Realism

Abstract

The elevation of Turkey–U.S. relations to an alliance level was rooted in common concerns over the Soviet security threat during the early Cold War. Although the alliance, shaped by security priorities, experienced fluctuations after the collapse of the Soviet Union and the end of the Cold War, it continued. From 2009 onward, however, serious ruptures emerged, and many issues that began during the Obama era remained unresolved under the Trump and Biden administrations. As a result, the alliance started to be questioned within the framework of both sides’ security and interest perceptions. This study adopts the Neoclassical Realist approach, which considers not only the international system but also domestic factors such as leaders’ perceptions, strategic culture, state–society relations, and bureaucracy. A theoretical framework is first outlined, followed by an examination of the Biden era to assess current relations.

Düğümlenen İttifak: Biden Dönemi Türkiye-ABD İlişkilerinin Neoklasik Realizm Çerçevesinde Analizi

Abstract

Türkiye–ABD ilişkilerinin ittifak seviyesine yükselmesi, Soğuk Savaş’ın başlarında Sovyetler Birliği kaynaklı güvenlik tehdidinin yarattığı ortak kaygılara dayanmaktadır. Güvenlik merkezli bu yakınlaşma, Sovyetler Birliği’in dağılması ve Soğuk Savaş’ın sona ermesinden sonra dalgalanmalar yaşasa da ittifak devam etmiştir. Ancak 2009’dan itibaren ilişkilerde ciddi kırılmalar ortaya çıkmış, Obama döneminde başlayan sorunların çoğu Trump ve Biden yönetimlerinde de çözümsüz kalmıştır. Bu süreçte ittifak ilişkisi iki tarafın güvenlik ve çıkar algıları çerçevesinde sorgulanmaya başlanmıştır. Çalışmada, uluslararası sistemin yanı sıra lider algıları, stratejik kültür, devlet–toplum ilişkileri ve bürokrasi gibi içsel faktörleri dikkate alan Neoklasik Realist yaklaşım benimsenmiştir. Öncelikle teorik çerçeve ortaya konmuş, ardından Biden dönemi sorunları incelenerek mevcut ilişkiler değerlendirilmiştir.
