Türkiye’de Okul Yöneticisi Atama Sistemi Ve Uygulamalarının Değerlendirilmesi

Abstract

Araştırmanın amacı Türkiye’de okul yöneticisi atama sisteminin değerlendirilmesi ve bu konudaki önerileri ortaya koymaktır. Araştırma nitel tarama modelinde olup fenomenolojik yaklaşımla desenlenmiştir. Araştırmanın çalışma grubunu; öğretmenler, eğitim yöneticileri ve eğitim yönetimi alanı uzmanları olmak üzere 40 kişi oluşturmaktadır. Araştırmada veri toplama aracı olarak araştırmacı tarafından geliştirilen yarı yapılandırılmış görüşme formu mülakat yoluyla uygulanmış ve toplanan veriler içerik analizine tabi tutulmuştur. Araştırma sonuçlarına göre Türkiye’nin okul yöneticisi atama sisteminin mevcut durumunun yetersiz olduğu, yazılı sınav ve mülakatın yeterliliği ölçmediği, nitelikli ve liyakatli yönetici belirlemede başarılı olunmadığı görülmektedir. Mülakatın yetkin ve bağımsız komisyonlarca olumsuz algılara mahal vermeyecek şekilde adaletli yapılması gerekmektedir. Atama sisteminin geniş bir perspektifle belirlenmesi, yönetici atamalarında objektif değerlendirme ölçütleriyle adil ve şeffaf bir yönetici atama sisteminin oluşturulması önerileri öne çıkmaktadır.

Evaluation of School Administrator Appointment System and Implementations in Turkey

Abstract

The aim of the research is to evaluate the school administrator appointment system in Turkey and to present suggestions on this subject. The research is in the qualitative survey model and was designed with a phenomenological approach. The study group of the research; It consists of 40 people, including teachers, education administrators and education administration experts. As a data collection tool in the research, a semi-structured interview form developed by the researcher was applied through interview and the collected data was subjected to content analysis. According to the results of the research, it is seen that the current situation of the school administrator appointment system in Turkey is insufficient, the written exam and interview do not measure the adequacy, and there is no success in determining the qualified and qualified administrators. The interview should be done fairly by competent and independent commissions so as not to cause negative perceptions. Suggestions for determining the appointment system with a broad perspective and establishing a fair and transparent manager appointment system with objective evaluation criteria in manager appointments become prominent.
