Abstract

(The 2005 Budget) The Budget for the Year 2005 has two important properties. The first one is, it being the last budget prepared on a yearly base. From now on budgets will be prepared on a three year basis. The second property of the budget is that it is the first budget of converting into the YTL (NTL). İn the budget, it is forseen that the national İncome will İncrease by net of 25 % and inflation rate will stay at 8 %. Another property of the budget is the presence of the probability of the pressures; as a result of the excess of interest which is sought to be deposited before increasing public revenues; on the property rights of real public services and public workers/laborers. The budget is at the appearance of a debî payment budget.

2005 Bütçesi

Abstract

2005 Yılı bütçesinin iki önemli özelliği vardır. Bunlarda ilki bu bütçenin yıllık esasa göre düzenlenen son bütçe olmasıdır. Bundan sonra üçer yıllık bütçeler hazırlanacaktır. Bütçenin ikinci özelliği ise YTL'ye geçişin ilk bütçesi olmasıdır. Bütçede milli gelirin net %5 artacağı ve enflasyon oranının %8'de kalacağı Öngörülmüştür. Bütçenin bir başka özelliği, kamu gelirleri artırılmadan yatırılmaya çalışılan faiz dışı fazlanın reel kamu hizmetlerinin ve kamu çalışanlarının özlük hakları üzerinde baskılara neden olma ihtimalinin mevcudiyetidir. Bütçe borç ödeme bütçesi görünümündedir.
