Abstract

Bu yazının amacı, Uluslararası Finansal Raporlama Standartlarının (UFRS) oluşturulması ve uygulamaya konulmasına giden sürecin tarihi arka planını ortaya koymaktır.Bu amaçla, Uluslararası Muhasebe Standartlarının (UMS) oluşturulmasıyla ilintili uluslararası ör-gütün kurulmasına öncülük eden gelişmeler ve dönüm noktaları belirtilecektir. Söz konusu gelişmelere ek olarak Uluslararası Muhasebe Standartları Kurulu tarafından yayınlanan 42 adet UMS’nin oluşturulmasına dair temel kavramlar ve özet bilgi verilecektir.İkinci olarak UFRS’nin tüm dünyadaki uygulanışı hakkında değerlendirme yapılacaktır. Ayrıca IFAC’ın konuya yaklaşımı ve UFRS’nin geniş kabulüne ilişkin görüşler de belirtilecektir.Son olarak, yukarıda belirtilen hususların gelecekte uygulanmasına yönelik tavsiyeler ortaya konulacaktır. Menkul Kıymetler Borsasına sahip 129 ülkeden 69’u (toplamın %53’ü) finansal raporlama mevzuatı olarak UFRS’yi kabul etmiştir. 23 Ülkede UFRS’ye izin verilmiş, ancak listelenen firmalar için zorunlu hale getirilmemiştir. Türkiye de şu an itibariyle bu kategoride yer almaktadır.

Abstract

The purpose of this paper is to present to you the historical developments on the international efforts leading to the establishment and implementation of the International Financial Reporting Standards (IFRS).For this purpose, milestones will be given on the developments leading to the establishment of the international organization related to the establishment of the International Accounting Standards (IAS). The information on the developments will be accompanied by summary information on the basic concepts leading to the establishment of the 42 IAS published by the International Accounting Standards Board (IASB) the successor of the IASC.Secondly, information on the state of the world-wide implementation of the IFRS will be presented. The problem of compliance and the approaches of IFAC for wider acceptance of the IFRS will follow up.Finally, the implications of the above developments for the future, and some recommendations on speeding up adoption will be presented. Out of the 129 countries having Stock Exchanges, 69 countries (53 % of the total) had adopted IFRS as a compulsory requirement for financial reporting. In 23 countries IFRS are permitted, but not required for listed companies. Turkey is in this category.
