Abstract

Fritz Jahr and Van Rensselaer Potter who are notable names in the history of bioethics, have important roles in conceptualization, systematization and institutionalization of bioethics. Bioethics primarily made efforts to answer the questions in the field of medicine in consequences of the concept’s application area and the problems encountered. However, in the process of evolution as a concept, it can be stated that bioethics has predisposition towards attaining a more comprehensive frame.
Whereas Jahr defines bioethics on the ground of responsibility and respect towards all living beings, Potter defines it as the science of survival. In this process, there are two prominent issues which are worth emphasizing particularly. Academic background of people who had important role in the history of bioethics and both development of new concepts and coming out of new problems which have never been thought and foreseen before as a result of scientific and technological progression of their times played principal roles in configuration and deepening of bioethics.
Yaman Örs, introduce the term of bioethics in the conceptual framework and provides it to become prevalent with different applications in Turkey. Örs uses the term as medical ethics in the narrowest sense, on the other hand he refers the term to handle the relationship between human and other living beings and things in a broad sense. In this study, while the factors having role in the evolution process of bioethics as a concept are being revealed, reflections of the concept in Turkey and its indications in the literature will be discussed.

Biyoetik Teriminin Ortaya Çıkışı ve Türkiye’deki Yansımaları

Abstract

Biyoetik tarihinin önemli isimleri sayılan Fritz Jahr ve Van Rensselaer Potter biyoetiğin kavramsallaşması, sistemleşmesi ve kurumsallaşmasında etkili rol oynamışlardır. Biyoetik, uygulama alanı ve karşılaştığı ahlaki değer sorunları açısından öncelikli olarak tıp alanındaki sorulara cevap bulmaya çalışmıştır. Kavram, süreç içerisinde tıp etiğini kapsamasının ötesinde daha genel bir çerçeveye ulaşma eğilimindedir.
F. Jahr biyoetiği, bütün canlılara karşı sorumluluk ve saygı temelinde tanımlarken; Potter, hayatta kalma bilimi olarak özetlemektedir. Kavramın gelişiminde, biyoetik tarihinde önemli rol oynayan kişilerin akademik altyapıları ile o güne ait bilimsel ve teknolojik ilerlemeler belirleyici olurken aynı zamanda bu süreçte, üzerinde düşünülmemiş ve öngörülememiş ahlaki problemlerin ortaya çıkması da onun derinleşmesinde rol oynayan başlıca etkenler arasında sayılabilir.
Yaman Örs, biyoetik terimini kavramsal açıdan Türkiye’de tanıtıp farklı kullanımlarıyla yaygınlaşmasını sağlamıştır. Örs terimi en dar anlamıyla tıp etiği ile özdeş olan anlamda kullanırken daha geniş bir kapsamda insan ve öteki canlılar ve nesnelerle olan ilişkiyi ele alan bir kullanıma da işaret ettiğini görmek mümkündür. Bu çalışmada biyoetik kavramının evrimsel sürecinde rol oynayan etkenler ortaya konulurken onun Türkiye’deki yansımaları ve alanyazındaki izleri tartışılacaktır.
