İNGİLİZ YÜKSEK KOMİSERİ SÖR HENRY CONWAY DOBBS’UN RAPORLARINDA IRAK 1920-1925

Abstract

İngiltere, Birinci Dünya Savaşı esnasında işgal ettiği Irak’ta askeri idare başlatmıştır. Savaş sonrasında ise ülkeyi manda idaresi altında Yüksek Komiserler aracılığıyla yönetmiştir. Sör Percy Cox’un Irak’a yüksek komiser atanması ertesinde geçici hükümet kurulmuş, Emir Faysal Irak Kralı yapılmış ve ülkede kurucu meclis çalışmaları başlatılmıştır. Bu idari yapıların kurulması ve geliştirilmesinde öncelikli amaç İngiltere’nin çıkarlarını muhafaza etmektir. Cox’tan sonra Sör Henry Conway Dobbs Yüksek Komiser olarak görevlendirilmiştir. Her iki dönemde de Irak’ta ekonomi, yönetim, eğitim, tarım, ticaret, sağlık ve imar işleri gibi alanlarda çalışmalar yürütülmüştür. Bu çalışmalar İngiltere hükümetine raporlanmıştır. Bu makalede, adı geçen alanlarda Irak’ta yaşanan gelişmeler yönetim raporları esas alınarak analiz edilmiştir. İngiltere’nin Irak’ı yönetirken her alanda kendi hedeflerini önceleyen etkin bir konumda yer aldığı görülmüştür. Ayrıca Irak’ı uluslararası İngiliz ticaretine entegre ettiği tespit edilmiştir.

Iraq in the Reports of British High Commissioner Sir Henry Conway Dobbs 1920-1925

Abstract

Britain started a military administration in Iraq, which it occupied during the First World War. After the war, she ruled the country through high commissioners under the mandate administration. After Sir Percy Cox was appointed as high commissioner to Iraq, a provisional government was established, Amir Faisal was made King of Iraq and the working of the constituent assembly was started in the country. The primary aim in the establishment and development of these administrative structures is to protect the interests of Britain. After Cox, Sir Henry Conway Dobbs was appointed as a high commissioner. In both periods, works were carried out in areas such as economy, administration, education, agriculture, trade, health and construction works in Iraq. These works have been reported to the British Majesty's Government. In this article, the developments in Iraq in the aforementioned areas are analyzed on the basis of management reports. It has been seen that the UK is in an active position prioritizing its own goals in every field while administering Iraq. It has also been determined that it has integrated Iraq into international British trade.
