BİRLEŞİK KRALLIK AÇIK DENİZ RÜZGÂR ENERJİSİ POLİTİKALARININ DEĞERLENDİRİLMESİ VE TÜRKİYE İÇİN POLİTİKA ÖNERİLERİ

Abstract

Öz: Son yıllarda kullanımı önemli oranda artan rüzgar enerjisi; kara ve açık deniz rüzgar enerjisi olarak ikiye ayrılmaktadır. Kara rüzgar enerjisi alanında küresel lider Çin iken, açık deniz rüzgar enerjisi alanında Birleşik Krallık öne çıkmaktadır. Birleşik Krallık coğrafi konumunu etkin kullanarak mevcut potansiyelini harekete geçirecek politikalar üretmiştir. Bu çalışmada açık deniz rüzgâr enerjisinin gelişimine liderlik eden Birleşik Krallık politikalarının incelenerek Türkiye’de henüz gelişim aşamasında bulunan açık deniz rüzgar enerjisi politikalarına ışık tutmak amaçlanmıştır. Çalışmanın bulguları; Türkiye’nin açık deniz rüzgarını geliştirebilmek için izin, onay gibi idari süreçleri kısaltması ve kolaylaştırması, teşvik sürelerinin arttırılması, tedarik zincirinin kurulması için devlet desteklerinin verilmesi, kara rüzgar enerjisi üretimindeki tecrübenin açık deniz rüzgar enerjisi alanında değerlendirilmesi, yer seçiminin teknik, hukuki, idari ve ekonomik açıdan çok yönlü incelenmesi, sektöre yönelik özel ve uzun vadeli politikaların geliştirilmesi, altyapı yatırımlarında desteklerin sürdürülmesi, teşvik sisteminin Birleşik Krallık uygulamaları ışığında revize edilmesi, şeklindedir.

Abstract: The wind energy whose use has increased significantly in recent years, is divided into two, as onshore and offshore wind energy. While China is the global leader of onshore wind energy, United Kingdom stands out on the field of offshore wind energy. United Kingdom produced policies which will activate current potential by using its geographic location. This study has aimed to shed light on offshore wind energy policies which are in development stage in Turkey, by examining the United Kingdom policy which is leader for the development of offshore wind energy. The finding of the study include; to shorten and facilitate of administrative process for approval of Turkey's offshore wind development, to increase the incentive period, to provide government assistance in order to establish supply chain, to evaluate the onshore wind energy production experience on the field of offshore wind energy, to examine the site election in terms of technique, legal, administrative and economic fields, to develop special and long term policies for sector, to continue the support of infrastructure investments, to revise the incentive system in the light of United Kingdom practices.
