Abstract

Fintech ile ortaya çıkan alternatif finansman yöntemlerinden kitle fonlama yöntemi, proje fikrinin zaman mekân tanımaksızın birçok yatırımcı tarafından hayata geçirilmesini sağlamaktadır. Kitle fonlama platformu üzerinden yayınlanan kampanyalarla fonların toplanıp girişimcilere aktarıldığı sistemde farklı kitle fonlama modelleri bulunmaktadır. Bu çalışmada kitle fonlama işleyişi, modelleri tanıtılarak dünyada ve Türkiye’de kitle fonlamanın geçmişten bugüne durumu incelenmiştir. Özellikle Türkiye’de yasal mevzuatın üzerinde durularak kitle fonlama yöntemine ilişkin politika önerilerine yer verilmiştir. Kitle fonlama yönteminin girişimci ve yatırımcılar açısından avantaj ve dezavantajları değerlendirilerek, dünyada ve Türkiye’de başarılı ve başarısız kitle fonlama proje örnekleri incelenmiştir. Dünyada popüler olan borçlanmaya dayalı kitle fonlama uygulamalarının Türkiye’de de uygulama alanının artırılması için özellikle borcun vergi kalkanı etkisinin dikkate alınarak vergi düzenlemesine gidilmesinin önemi vurgulanmıştır. Kitle fonlamaya yönelik farkındalık çalışmalarının artırılması, girişimcilere başarılı kitle fonlama kampanyalarının şartlarına yönelik eğitimlerin düzenlenmesi, yap işlet devret modeline alternatif olarak kullanılması gibi politika önerilerinde bulunulmuştur.

CROWDFUNDING: THE PAST, THE PRESENT AND THE FUTURE

Abstract

The crowdfunding method, one of the alternative financing methods that emerged with Fintech, enables the project idea to be implemented by many investors without time and space. There are different crowdfunding models in the system where funds are collected and transferred to entrepreneurs through campaigns published on the crowdfunding platform. In this study, the crowdfunding process and models were introduced and the situation of crowdfunding in the world and Turkey from the past to the present has been examined. In particular, policy recommendations regarding the crowdfunding method are given, with an emphasis on the legal legislation in Turkey. By evaluating the advantages and disadvantages of the crowdfunding method in terms of entrepreneurs and investors, examples of successful and unsuccessful crowdfunding projects in the world and Turkey are examined. The importance of tax regulation, especially considering the tax shield effect of debt, was emphasized to increase in Turkey the application area of debt-based crowdfunding practices, which are popular in the world. Policy recommendations were made, such as increasing awareness of crowdfunding, organizing training for entrepreneurs on the conditions of successful crowdfunding campaigns, and using it as an alternative to the build-operate-transfer model.
