The Transformation of Deterrence Strategy in the Context of National Security: A Periodic Analysis

Abstract

Deterrence strategy is one of the prominent concepts of the Cold War period. During the Cold War, the deterrence strategy became a balancing factor with the policies implemented in the context of national security. It is seen that the deterrence strategy has been examined over two periods, namely the Cold War period and the aftermath of the Cold War. During the Cold War, it is thought that the United States of America and the Union of Soviet Socialist Republics benefited greatly from the deterrence strategy in protecting their national security. In addition to the contribution of the deterrence strategy to the leading countries of the bipolar world in ensuring their national security, it also had a positive impact on the sustainability of international security. On the other hand, the changes and transformations experienced in the traditional security perception after the Cold War affected the function and applicability of the deterrence strategy. These changes and transformations have emerged as a result of the emergence of newly developing problem areas apart from traditional security concerns. After the Cold War period, while deterrence was a foreign policy strategy shaped within the framework of balance and rational policies in interstate relations, it has become a tool that has been used by non-state actors and parties. This situation, which has been encountered over time, has become an element of threat to national security as well as international security. Therefore, although the deterrence strategy played a positive role in ensuring the national security of the parties of the bipolar world during the Cold War, this situation has become controversial today. In this direction, the study aims to discuss the transformation process in the deterrence strategy in the context of national security by examining the Cold War period and after and reach a conclusion.

ULUSAL GÜVENLİK BAĞLAMINDA CAYDIRICLIK STRATEJİSİNİN DÖNÜŞÜMÜ: DÖNEMSEL BİR ANALİZ

Öz

Caydırıcılık stratejisi Soğuk Savaş döneminin öne çıkan kavramları arasında yer almaktadır. Soğuk Savaş döneminde, caydırıcılık stratejisi ulusal güvenlik bağlamında uygulanan politikalar ile bir denge unsuru olmuştur. Temel olarak caydırıcılık stratejisinin Soğuk Savaş dönemi ve sonrası olmak üzere iki dönem üzerinden incelendiği görülmektedir. Soğuk Savaş döneminde, Amerika Birleşik Devletleri ve Sovyet Sosyalist Cumhuriyetler Birliği’nin ulusal güvenliklerinin korunabilmesinde caydırıcılık stratejisinden oldukça faydalandıkları düşünülmektedir. Caydırıcılık stratejisinin iki kutuplu dünyanın lider ülkelerinin kendi ulusal güvenliklerini sağlamasındaki katkısının yanı sıra uluslararası güvenliğin sürdürülebilmesinde de olumlu yönde etkisi olmuştur. Öte yandan, Soğuk Savaş sonrası geleneksel güvenlik algısında yaşanan değişim ve dönüşümler caydırıcılık stratejisinin işlevini ve uygulanabilirliğini etkilemiştir. Bu değişim ve dönüşümler, geleneksel güvenlik kaygılarının dışında yeni gelişen sorun alanlarının oluşması neticesinde ortaya çıkmıştır. Soğuk Savaş dönemi sonrasında caydırıcılık, devletlerarası ilişkilerde denge ve akılcı politikalar çerçevesinde şekillenen bir dış politika stratejisiyken, devlet dışı aktör ve taraflarca da kullanılmaya başlanan bir araç haline gelmiştir. Zaman içerisinde karşılaşılan bu durum, ulusal güvenlikle birlikte uluslararası güvenlik için de bir tehdit unsuru haline dönüşmüştür. Dolayısıyla, caydırıcılık stratejisi Soğuk Savaş döneminde iki kutuplu dünyanın taraflarının ulusal güvenliklerini sağlarken olumlu bir rol üstlenmiş olsa da günümüzde bu durum tartışmalı bir hale gelmiştir. Bu doğrultuda çalışmanın amacı, ulusal güvenlik bağlamında caydırıcılık stratejisindeki dönüşüm sürecini, Soğuk Savaş dönemi ve sonrasında inceleyerek bir sonuca varmaktır.
