Abstract
Yirmiyi aşkın eseriyle bir kâtipten ziyade büyük bir Osmanlı entelektüeli olarak tanınan Kâtib Çelebi yalnızca kendi zamanında değil takip eden yüzyıllarda da adından sıkça söz ettirmiştir. Yıllarca biriktirdiği kitaplardan oluşan özel kütüphanesi sayesinde hem antik doğu ve batı eserlerinden ve hem de çağdaş çalışmalardan haberdar olmuştur. Bu makale yazarın sosyal ve politik görüşlerini Düstûru’l-‘Amel li-Islâhi’l-Halel adlı ıslahatname türü risalesi üzerinden anlamaya çalışmaktadır. Risalede ilk olarak Osmanlı Devleti’nin mevcut problemlerini ortaya koyan Kâtib Çelebi, ardından İbn Haldun’dan etkilendiğini açıkça gösteren görüşleri ile Osmanlı devlet ve toplumunun bir analizini yapmakta ve son olarak da süregiden çöküşü önleyebilmek için özgün öneriler sunmaktadır

Abstract
Kâtib Çelebi with his more than 20 works went beyond being a scribe and succeeded as a great Ottoman intellectual not only of his time but also for the following centuries. As a good book collector he was aware of both the ancient eastern and western works and the ones contemporary to his time. Probably after reading hundreds of books in his private library he reached a political and social view of his own and this article tries to get this view by analyzing one the most famous booklets by Kâtib Çelebi. In this booklet he firstly reveals the problems of the Ottoman state and society by a detailed analysis borrowed from Ibn Khaldun and then he makes some distinctive proposals for solution to the ongoing decline of the Empire
