DEMOCRATİC CULTURE AND PARLİAMENTARY ELECTİON ADEQUACY: IS TURKEY READY FOR EİGHTEEN YEAR OLD LEGİSLATORS?

Abstract

There is a new regulation in Parliament's agenda concerning the age to be lowered to 18 to enter to the parliament. Of course, both for the rights of selection and draw down of the minimum age more for voting rights should be seen as more liberal and democratic practices with the aim to increase political participation. But in our opinion, the basic requirement to the implementation of such practices is the existence of a strong culture of democracy. In this context, this article put forward general characteristics of the democracy and democratic culture issues, then a brief assessment made about the democratic culture of Turkey, after all the functionality of the individual democratic culture acquirement process are discussed. At the end of the study, it has reached the conclusion that the organizations in the democratization of Turkey and processes of democracy are not functioning healthy

DEMOKRATİK KÜLTÜR VE MİLLETVEKİLİ SEÇİLME YETERLİLİĞİ: TÜRKİYE ON SEKİZ YAŞINDAKİ MİLLETVEKİLLERİNE HAZIR MI?

Abstract

Günümüzde siyaset sahnesinde milletvekili seçilme yaşının da onsekize düşürülmesine ilişkin söylemler gündeme gelmiştir. Kuşkusuz, hem seçme hem seçilme hakları için asgari yaş sınırlarının daha aşağılara çekilmesi siyasi katılımı artırma amacına yönelik daha özgürlükçü ve demokratik uygulamalar olarak görülmelidir. Ama kanımızca bu tür uygulamaların hayata geçirilebilmesi için de temel koşut, güçlü bir demokrasi kültürünün varlığıdır. Bu bağlamda, bu makalede, demokrasi ve demokratik kültür konuları genel özellikleri ile ortaya konulduktan sonra, Türkiye’nin demokratik kültürü üzerine kısa bir değerlendirme yapılmış, ardından da bireylere demokratik kültür edindirme süreçlerinin işlevselliği ele alınmıştır. Çalışma sonunda, Türkiye’de demokrasi kültürünün edinileceği kurumlar ve süreçlerin sağlıklı işlemediği sonucuna varılmıştır
