Anu Bradford, The Brussels Effect How the European Union Rules the World

Abstract

The general understanding of today points that the European Union (EU) is in decline due to persistent economical and social "crisis". However, an important issue which is neglected, is the tremendous power that the EU holds to regulate the global market. The EU today provides such regulations and standards on what and how to produce on global market or how to form the management principles that the World take those principles as examples. EU starts to have a word on a new type of power not expressed too much, but began to be salient on global effect race as this being the case. This type of power is called regulatory power and as being a part of soft power, this type has the capacity to define the standards for the whole World in many cases such as competition policy, food safety, environment protection or hate speech on social media. Anu Bradford called this new power form as "Brussels Effect" in this book and supposes that the EU can unilaterally regulate the global markets due to this new power type.

Abstract

Günümüzün genel algısı, Avrupa Birliği'nin (AB) üst üste yaşadığı ekonomik ve sosyal "krizlerin" onu bir düşüşe sürüklediği yönündedir. Oysa ki göz ardı edilen önemli bir husus, AB'nin bugün küresel pazarı düzenleme hususunda elinde tutmakta olduğu muazzam güçtür. Gelinen noktada, AB küresel pazarda hangi ürünlerin nasıl üretildiği veya işletme prensiplerinin nasıl oluşturulduğu ile ilgili öyle düzenlemeler neşretmekte ve öyle standartlar oluşturmaktadır ki tüm Dünya bu kuralları kendisine örnek almaktadır. Hal böyle olunca, AB henüz çok dillendirilmeyen, ancak küresel etki yarışında iyiden iyiye dikkat çekmeye başlayan yeni bir güç türünde söz sahibi olmuştur. Düzenleyici güç (regulatory power) olarak adlandırılan bu güç türü, yumuşak gücün bir parçası olarak, rekabet politikası, gıda güvenliği, çevre koruması veya sosyal medyada nefret söylemine dair düzenlemeler gibi bir çok alanda Dünya için standartları belirleyebilme kapasitesini elinde tutmaktadır. Anu Bradford, bu kitapta "Brüksel Etkisi" olarak adlandırdığı yeni güç formu sayesinde, AB'nin tek taraflı olarak küresel piyasaları düzenleyebildiğini anlatmaktadır.
