Sürdürülebilir Kalkınma Gelişmekte Olan Ülkelerde Uygulanabilir Mi?

Abstract

Sürdürülebilir kalkınma, son yıllarda oldukça tartışılan konuların başında gelmektedir. Özellik‐ le 1970’li yıllardan sonra görülen çevresel fela‐ ketler, dünya ülkelerini çevrenin de korunmasını mümkün kılacak kalkınma stratejilerini uygula‐ maya zorlamıştır. Sürdürülebilir kalkınma bu çerçevede ortaya çıkmıştır. Südürülebilir kalkın‐ mayı algılama ve uygulama şekilleri gelişmiş ve gelişmekte olan ülkelerde farklı olmaktadır. Sürdürülebilir kalkınmaya ulaşmada gerekli stratejiler kesin çizgilerle belirli olsa da bu strate‐ jilerin uygulanmasında ne gibi sorunlarla karşıla‐ şılacağı belirsizdir. Ülkelerin sürdürülebilir kal‐ kınmayı uygulamadaki finansman sorunları, altyapı yetersizlikleri, çevresel bilinç düzeyi ve kurumsal yapılardaki farklılıklar sürdürülebilir kalkınmanın dünyanın değişik bölgelerinde değişik düzeylerde uygulanabileceğini göster‐ mektedir. Gelişmiş ülkeler üretim ve tüketim alışkanlıklarını değiştirirlerse ve gelişmekte olan ülkelere yönelik finansman kaynakları arttırılırsa küresel anlamda sürdürülebilir kalkınmaya ulaşılabilir.

Is Sustainable Development Applicable in Developing Countries?

Abstract

Sustainable development is one of the most controversial issues in recent years. Environmen‐tal disasters that appear after 1970’s, forced the world to apply development strategies that will enable to protect the environment. Sustainable development resulted in this framework. Recog‐nizing and application styles of the sustainable development are different in developing and developed countries although necessary strate‐gies in achieving sustainable development are clearly defined, it is not clear that which prob‐lems could be faced in putting the strategies into practice. Financing issues, inadequate infrastruc‐ture, different environmental awareness and institutional structure show that the sustainable development can be followed by different levels in different regions of the world. Global sustain‐able development can be achieved if finance sources are increased and developed countries change their production and consumption pat‐terns.
