The Financial Performance Evaluation of Municipalities with Gray Relation Analysis

Abstract

With the emergence of the concept of the social municipality, the authorities and obligations of municipalities have increased. Nowadays, municipalities provide a large number of services in terms of quantity with extended budgets. Citizens demand a transparent, effective, and efficient public service. While public institutions care about resources, the expectations of taxpayers, who are the main providers of resources, should be equally important. In this context, the financial activities of Turkey's five largest metropolitan municipalities in terms of the population investigated by the gray relational analysis method. It is observed that the financial efficiency trend is positive in most metropolitan municipalities. According to the findings, Ankara metropolitan municipality is the most successful in efficiency scoring based on financial performance.

Büyükşehir Belediyelerinin Finansal Performanslarının Gri İlişki Analizi Yöntemiyle Karşılaştırılması

Abstract

Sosyal belediyecilik kavramının ortaya çıkışı ile birlikte belediyelerin yetki ve yükümlülükleri artmaktadır. Günümüzde, belediyeler genişletilmiş bütçelere ile nicelik olarak çok fazla sayıda hizmet vermektedirler. Vatandaşlar şeffaf, etkin ve verimli kamu hizmeti talep etmektedirler. Kamu kurumları kaynakları önemsemekte iken kaynakların asıl sağlayıcısı olan vergi ödeyenlerin de beklentileri aynı derecede önemsenmelidir. Bu bağlamda, Türkiye’nin nüfus olarak en büyük beş büyükşehir belediyesinin finansal etkinlikleri gri ilişkisel analiz yöntemi ile araştırılmıştır. Büyükşehir belediyelerinin çoğunluğunda yıllar bazındaki finansal etkinlik eğiliminin pozitif olduğu görülmektedir. Bulgulara göre, Ankara büyükşehir belediyesi finansal performansa bağlı etkinlik puanlamasında en başarılı konumdadır.
