Neoliberalizmin İkilemi: Büyük Devlet ya da Azalan Toplam Kârlar

Abstract

1980 sonrasında kamu kesiminin ekonomi içindeki payının azaltılması hem politik hem akademik tartışmalarda yaygın bir biçimde savunulmuştur. Özellikle neoliberal anlayış bu amaçla, kamu harcamalarının ve bütçe açıkları‐ nın azaltılmasını önermiştir. Uygulamaya bakıldı‐ ğındaysa birçok ekonomide devletin payının azaltılamadığı görülmektedir. Bu çalışmanın amacı, kamu harcamalarının toplam kârlar üzerinde olumlu etkisi nedeniyle kamu kesiminin küçültülemediğini ortaya koymaktır. Neoliberal anlayış kamu kesiminin küçültülmesiyle özel sektörün faaliyet alanının genişlemesini dolayı‐ sıyla özel kesimin kârlarının artmasını amaçlar‐ ken, aslında bu uygulama toplam kârları azalta‐ caktır. Kamunun toplam kârlar üzerindeki etkisi, özellikle kriz dönemlerinde toplam kârların aşırı azalmasını engelleyerek krizin olumsuz boyutunu daraltmaktadır.

Budget Deficits and Total Profits

Abstract

After 1980 period, downsizing the public sector in economy is advocated commonly. In order to this, lowering public expenditures and budget deficits is proposed by especially neoliberal approach. However, there is not much evidence about downsizing public sector in many econo‐mies. The purpose of this paper is to explain why public sector downsizing is not possible because of the positive effects of public expenditures on total profits. Neoliberal approach aims to broa‐den private sector activity and so increase its profits. On the other hand, downsizing public sector is limiting total profits. Furthermore, due to the positive effects of the public expenditures on the total profits, modern economies are preserved from serious crises.
