The Rise of Energy Security as a Foreign Policy Element: The EU’s Energy Security Dilemma

Abstract

The increasing dependence on energy resources is progressively shaping foreign policy. In contemporary geopolitics, access to energy resources has become an integral component of national security and foreign policy. The purpose of this study is to explore how energy security has evolved into a fundamental aspect of foreign policy, emphasizing the inextricable link between energy security and foreign policy objectives. In this analysis, foreign policy stance is treated as the dependent variable, while energy dependency serves as the independent variable. A simple regression model will be employed to examine the relationship between these two variables. Following a historical analysis to uncover the factors contributing to the rise of energy security, the study will focus on the dependency relationship between the European Union and Russia—two key actors in energy diplomacy—as a case study.

Enerji Güvenliğinin Dış Politika Unsuru Olarak Yükselişi: AB’nin Enerji Güvenliği İkilemi

Abstract

Enerji kaynaklarına olan bağımlılığın dış politika üzerindeki etkisi günden güne artmaktadır. Günümüzde enerji kaynaklarına erişim, ulusal güvenlik ve dış politikanın ayrılmaz bir parçası haline gelmiş durumdadır. Çalışmanın amacı enerji güvenliği ile dış politika arasındaki kopmaz bağdan yola çıkarak enerji güvenliğinin nasıl dış politikanın ayrılmaz bir parçası haline geldiğini açıklamaktadır. Çalışmada bağımlı değişken olarak dış politika tutumu seçilirken bağımsız değişken olan enerji bağımlılığı seçilmiş olup iki değişken arasındaki ilişkinin ortaya konulmasında basit regresyon kullanılmıştır. Enerji güvenliğinin yükselişe geçmesinin dinamikleri tarihsel analiz yöntemiyle ortaya konulduktan sonra vaka analizi olarak enerji diplomasisinde öne çıkan iki aktör olarak AB ve Rusya arasındaki bağımlılık ilişkisi analiz edilecektir.
