Investigation of Work Accidents and Occupational Safety Costs in the Construction Sector

The construction sector maintains its feature of being the leading sector, especially in developing countries. A significant part of the gross national product of the countries is allocated to the construction sector. The construction industry has an important place in growth with more than a hundred sub-sectors it supports. The number of occupational accidents is high due to the fact that many teams work together in construction works, each work has its own unique and own environmental conditions and contains many sources of danger. When the occupational accidents in the sector are examined, it is seen that the sector comes to the fore with the high number of accidents and the deaths and injuries caused by work accidents. In these occupational accidents, besides the physical and mental damages the employees suffer, serious financial losses also occur. In addition to expenses such as hospital expenses, compensation, insurance penalties, court expenses as a result of work accidents, labor losses due to temporary or permanent cessation of work also constitute serious costs. Especially with the enactment of the occupational health and safety law numbered 6331 in our country, employing occupational safety specialists, workplace physicians and assistant health personnel, establishing an occupational safety committee, organizing training activities, preparing an emergency action plan and risk plan, eliminating risks in line with the prepared risk plan, or Many innovations such as taking the necessary measures to reduce them, repeating these studies periodically, have entered our lives. In this study, occupational accidents in the construction sector will be examined and the costs of the personnel employed and safety measures taken related to occupational safety will be emphasized.

İnşaat sektörü özellikle gelişmekte olan ülkelerde lokomotif sektör olma özelliğini korumaktadır. Ülkelerin gayri safi milli hasılalarının önemli bir kısmı inşaat sektörüne ayrılmaktadır. Inşaat sektörü desteklediği yüzden fazla alt sekörle büyümede de önemli bir yere sahiptir. İnşaat işlerinde çok sayıda ekibin bir arada çalışması, her işin kendine özgü ve kendi çevresel şartlarının olması, birçok tehlike kaynağını barındırması sebebiyle iş kazası sayısı fazla olmaktadır. Sektörde gerçekleşen iş kazaları incelendiğinde kaza sayısının fazlalığı ve iş kazaları sonucu oluşan ölüm ve yaralanmalar ile sektörün ön plana çıktığı görülmektedir. Gerçekleşen iş kazalarında çalışanların gördüğü bedensel ve ruhsal zararların yanısıra ciddi maddi kayıplar da oluşmaktadır. Iş kazası sonucu hastane masrafları, tazminatlar, sigorta cezaları, mahkeme masrafları gibi giderlerin yanısıra işin geçici veya kalıcı olarak durması sonucu oluşacak işgücü kayıpları da ciddi olarak maliyet oluşturmaktadır. Özellikle ülkemizde 6331 sayılı iş sağlığı ve güvenliği kanununun yürürlüğe girmesiyle iş güvenliği uzmanı, iş yeri hekimi ve yardımcı sağlık personeli çalıştırılması, iş güveliği kurulu oluşturulması, eğitim faaliyetlerinin düzenlenmesi, acil durum eylem planı ve risk planı hazırlanması, hazırlanan risk planı doğrultusunda risklerin ortadan kaldırılması veya azaltılması için gerekli önlemlerin alınması, bu çalışmaların belirli periyotlarla tekrarlanması gibi bir çok yenilik hayatımıza girmiştir. Bu çalışmada inşaat sektöründe gerçekleşen iş kazaları incelenecek ve iş güvenliği ile ilgili çalıştırılan personel ve alınan güvenlik tedbirleri maliyetlerinin üzerinde durulacaktır.
