DİJİTAL ODAKLI PODEMOS, CIUDADANOS VE VOX SİYASİ PARTİLERİNİN DİJİTAL DEMOKRASİ BAĞLAMINDA DEĞERLENDİRİLMESİ: İSPANYA ÖRNEĞİ

Abstract

İçinde bulunduğumuz dijital dönem, teknolojik gelişmenin hızla ilerlemesine paralel olarak, geleneksel kavramların yeniden sorgulanmasına sebep olmaktadır. Bu kavramlardan biri olan demokrasi, dijital alandaki gelişmelere uyum sağlayarak kamu sektöründeki geleneksel uygulamaları dönüştürme potansiyeline sahip olma özelliği ile ön plana çıkmaktadır. Siyasi partiler özelinde irdelendiğinde ise dijital demokrasi ve dijitali etkin kullanan siyasi partiler, Siyaset Bilimi literatürünün önemli bir tartışma öznesidir. Bu çalışmada geleneksel demokrasinin temel unsurlarından biri olan siyasi partilerin dijitalleşme süreci ve bu sürecin dijital demokrasiye olan etkileri dijital demokrasi tartışmaları ışığında incelenmiştir. Bu bağlamda, İspanya'da dijital araçları etkin şekilde kullanan Podemos, Ciudadanos ve Vox partilerinin dijitalleşme süreçleri ve bu siyasi partilerin İspanya’da demokrasi sürecini nasıl etkiledikleri nitel araştırma yöntemlerinden doküman analizi kullanılarak incelenmiştir. İspanya’nın Avrupa Birliği üyeliği de dikkate alınarak Avrupa Birliği’nin resmi dökümanları üzerinden dijital dönem hedef ve stratejilerine ilişkin içerik çalışması yapılmış ve sonuçlar Podemos, Ciudadanos ve Vox özelinde dijital demokrasi bağlamında tartışılmıştır. Geleneksel siyasi partilerde dijitali etkin kullanmaya başlamış olsalar da Podemos, Ciudadanos ve Vox gibi yeni partiler gelişim süreçlerinde dijital araçlardan etkin şekilde faydalanmış ve İspanya’da ani bir yükseliş göstermişlerdir. Bu sebeple vatandaş ile kurdukları bağlarda dijital araçları nasıl kullandıkları önemli bir araştırma konusu olarak gündemdedir.

THE EVALUATION of DIGITAL FOCUSED POLITICAL PARTIES PODEMOS, CIDADANOS AND VOX IN THE CONTEXT of DIGITAL DEMOCRACY: THE CASE OF SPAIN

Abstract

The digital era, in parallel with the rapid progress of technological development, causes traditional concepts to be questioned again. Democracy, one of these concepts, stands out with its potential to transform traditional practices in the public sector by adapting to developments in the digital field. When examined specifically for political parties, digital democracy and political parties that use digital effectively are an important subject of discussion in the Political Science literature. In this study, the digitalization process of political parties, one of the basic elements of traditional democracy, and the effects of this process on digital democracy are examined in the light of digital democracy discussions. In this context, the digitalization processes of Podemos, Ciudadanos and Vox parties, which effectively use digital tools in Spain, and how these political parties affected the democracy process were examined using document analysis, one of the qualitative research methods. Considering Spain's membership in the European Union, a content study on digital era goals and strategies was conducted through the official documents of the European Union, and the results were discussed in the context of digital democracy, specifically Podemos, Ciudadanos and Vox. Although traditional political parties have started to use digital effectively, new parties such as Podemos, Ciudadanos and Vox have effectively benefited from digital tools in their development processes and have shown a sudden rise in Spain. For this reason, how they use digital tools in their connections with citizens is on the agenda as an important research topic.
