Black Sea Region Within The Context Of Regionalism: Foreign Policy Dynamics In The Post-Cold War Period

Abstract










The Black Sea region represents an
important crossroads between Europe, Central Asia and the Middle East. By
hosting three NATO member states and NATO partner countries, the Black Sea is a
battleground for the regional dominance of several powers, namely Russia, the
U.S., Turkey and the EU. The attention for the region was intensified amid the
2014 annexation of Crimea, thus paving a way for Russia to increase its
military presence in the Black Sea – which posed a direct threat to NATO
members. Within the framework of the regionalism, this paper seeks to explain
the region’s complexity from both the EU and the U.S. standpoint, placing a
special emphasis on the security aspect of the regional cooperation and
covering the Black Sea Synergy of the EU, Wider Black Sea Region of U.S. and
NATO’s related policies.

Bölgeselcilik Kavramı Işığında Karadeniz Bölgesi: Soğuk Savaş Sonrası Dış Politika Dinamikleri

Abstract

Geniş Karadeniz
Bölgesi Avrupa, Orta Asya ve Orta Doğu yollarının kesiştiği önemli bir
noktadır. Üç NATO üyesi devlet ve partner ülkesine ev sahipliği yapan
Karadeniz; Rusya, ABD, Türkiye ve AB için bölgesel egemenlik için bir
mücadele alanı olarak tebarüz etmiştir. 2014’te Kırım’ın ilhakıyla beraber
bölgenin daha çok dikkat çekmesi Rusya’nın Karadeniz’deki askeri
mevcudiyetini artırmasına yol açmış ve bu durum NATO üyeleri nezdinde
doğrudan bir tehdit algılamasına neden olmuştur. Bu çalışma özellikle
bölgesel işbirliğinin güvenlik yönüne odaklanarak, bölgeselcilik
çerçevesinde bölgenin karmaşık yapısını hem AB hem de ABD’nin bakış
açısından incelemeyi hedeflemektedir. Çalışmada ABD’nin Geniş Karadeniz
Bölgesi, AB’nin Karadeniz Stratejisi ve NATO’nun bölgeye yönelik politikaları
bölgeselcilik kavramı çerçevesinde ele alınmaktadır.
