Critisisim on Social Policy: The Policy Public

The concept of Social Politics is a seeking for solution to poverty of industrial proloteriat that were emerged in the Western societies. In the indrustial societies, this was the reply to subversiveness and displeasure of philosophy of laissez faire” in between lower classes. This concept was not developed in the Islamic societies. While the configuration of socio-politic formation of societies “from up to down” in the western societies, social order was organised “from down to up” in the Islamic societies. Lodge, Vaqf, quarter, timar, akhism defined the society structurally and precluded the subversion of individual by capitalism. Therefore, the social politics wasn’t the reply to capitalist perversion but the policy public that institutionalised with the islamic values. When social politics intent to remove the barries in front of the traditional instutions, their functionality will be increased.

Sosyal Politika kavramı Batı toplumlarında ortaya çıkan sanayi proleteryasının sefaletine çözüm arayışıdır. Sanayi toplumlarında liberalizmin “bırakınız yapsınlar”cı felsefesinin alt sınıflar arasındaki hoşnutsuzluğuna ve yıkıcılığına yönelik bir cevaptır. İslam Toplumlarında bu kavram gelişmemiştir. Batı toplumlarında sosyal politik toplum yapıları “yukarıdan aşağı” düzenlenirken, İslam toplumlarında sosyal nizam “aşağıdan yukarı” tanzim edilmiştir. Tekke, Vakıf, Mahalle, Tımar, Ahilik yapısal manada toplumu belirlemiş ve kapitalizmin bireyi ezmesini engellemiştir. Bu nedenle Sosyal Politika değil, İslamî değerlerle kurumsallaşan Halkın Politikası kapitalist sapmaya cevaptır. Sosyal Politikalar bu geleneksel kurumların önündeki engelleri kaldırmayı hedeflediklerinde işlevsellikleri artacaktır.
