A Comparative Evaluation on the Structure of the Ministry of National Education

Abstract

One of the areas of change is education. Education is reflected in educational policies and organizational structures where policies are made. The aim of the study was to reveal and understand the changes in the organizational structure of the Ministry of National Education, which is an important actor of education policies, in a comparative manner. In the study, qualitative research method was employed and content analysis was used in the analysis process. In the content analysis, three legal texts were used as the data source. These were the Law on the Organization and Duties of the Ministry of National Education, the Decree on the Organization and Duties of the Ministry of National Education, and the Presidential Decree on  Organization Chart of the Presidency. In the study, three themes, seven categories and twenty six subcategories appeared. Results showed that  the Ministry of National Education maintains its central structure. Changes were both formal and contextual. All three texts have common and different aspects. In all three texts, the elaboration of the central organization in a detailed and comprehensive manner showed that the central organization is the focus structure within the ministerial organization. The most important changes were seen in the Head Council of Education and Morality, and the National Education Councils. In the last part of the study, some suggestions were given.
