A Practice to Ensure Public Order in the Ottoman: A Review on the Implementation of the Rumelia Gangs Report [1909-1910]

Abstract

There was an increase in gang activities in Rumelia, especially in the early 20th century. Gang activities in the region have occurred due to ethnic and sectarian differences and socio-economic reasons. For this reason, the Ottoman administration had to implement many regulations within the framework of the fight against gangs. One of these Rumeli Vilayetinde Şekâvet ve Müfsidatın Men’i ve Mütecassırların Takip Te’dibi Hakkında Kanun ıt is the petition. The application of the regulations in force between 1909 and 1910 constitutes the main theme of the study. The main purpose of our study is to determine in which regions and how the provisions in the regulation are implemented by examining the data obtained in this context. Examples of the provisions of the regulations implemented in the Rumelia provinces and Izmir and Aydın regions between 1909 and 1910 were examined using archive documents and copyrighted works. In this context, the regions where the regulation was implemented and the reactions, the powers and activities of the İstitlâ’ Commissions, the officers active in the fight against gangs, and the penalties given to gang members by the Divan-ı Harp courts discussed under separate headings. The study carried out in this direction covers how the drafting process of the draft took place, what the provisions are in the draft, in which provinces in Rumelia the draft is implemented or not, in which regions in Anatolia the draft is implemented, what are the difficulties encountered during the implementation, what are the penalties given to the captured gang members, and Finally, it was tried to determine the reactions of the people to the implementation of the provisions included in the draft.
