YÖNETİMDE BAŞARI İÇİN İKİ ETKEN: ETKİLİLİK VE VERİMLİLİK

Abstract

Stratejik yönetim süreci, genel anlamda, planlama, uygulama ve değerlendirme aşamalarından oluşmaktadır. Planlama bitip uygulamaya geçildiğinde, çeşitli iç ve dış sebeplerle planlamaya bağlı kalınamamakta ve uygulama başarısızlıkları meydana gelmektedir. Bu çalışmanın ana sorunsalı, belirlenmiş bir stratejinin uygulamadaki başarısızlığıdır. Uygulamada karşılaşılan başarısızlıkları gidermek için, diğer çalışmalardan farklı olarak, askeri yazında yer alan uyumluluk tablosu/matrisi alınmış ve bir örnek olay çalışması ile incelenmiştir. Uyumluluk tablosu kullanımı, ilk olarak amaca uygun bir yapı oluşturma ve daha sonra bu yapıda yer alan ana uygulama birimlerini hedef ile ilişkilendirip faaliyetleri zaman veya mekânca eşgüdümlü hale getirme düşüncesine dayanmaktadır. Bu işlemi kısaca, uygulamada verimlilik ve etkililik sağlamak olarak özetlemek mümkündür. Bu çalışmada uyumluluk tablosu kullanımı ile askeri yazında yer alan “doruk noktası” ve “ağırlık merkezi” gibi kavramların işletme yazınına kazandırılması da amaçlanmıştır.
