KALKINMANIN İKTİSADİ, SOSYAL VE KÜLTÜREL BOYUTLARI BAĞLAMINDA YAPAY ZEKA

Abstract

Bu çalışmada, içinde bulunduğumuz çağın en önemli dönüşüm faktörlerinden biri olan yapay zekanın kalkınma üzerindeki etkileri ele alınmaktadır. Üretim süreçlerini ve tüketim kalıplarını kayda değer bir şekilde etkilemekte olan yapay zeka, iktisadi ilişkileri ve akımları gözle görünür derecede etkilemiş ve etkilemeye devam etmektedir. Oluşan verimlilik artışları sayesinde ekonomik büyümede artışların olması beklenirken işgücü piyasalarında yapay zekanın insan emeğini ikame edeceği yönündeki endişeler halen tartışılmaktadır. Oldukça önemli olan bu başlıklar kalkınmanın iktisadi boyutunu oluştururken, sosyal ve kültürel alanda da yapay zeka sistemlerinden kaynaklanan dikkat çekici dönüşümler meydana gelmektedir. Bu farkındalıktan hareketle, bu çalışmada yapay zekanın kalkınma üzerindeki mevcut ve potansiyel etkileri ekonomik, sosyal ve kültürel boyut olmak üzere üç alt başlık altında ele alınmaktadır. Ayrıca, yapay zekanın kalkınma alanında yol açtığı bu dönüşümlerin sürdürülebilirlik bakımından da bir değerlendirmesi yapılmaktadır. Yapılan tartışma çerçevesinde bu çalışma, yapay zekaya ilişkin izlenecek politikaların geç kalınmaksızın pek çok alanı kapsayıcı ve dinamik bir şekilde tasarlanması gerekliliğini ortaya koymaktadır.

ARTIFICIAL INTELLIGENCE IN THE CONTEXT OF ECONOMIC, SOCIAL, AND CULTURAL DIMENSIONS OF DEVELOPMENT

Abstract

This study discusses the effects of artificial intelligence, one of the most important transformation factors of development in the current era. Economic relations and flows have been and still are impacted by artificial intelligence, which has a substantial impact on production processes and consumption patterns. While economic growth is expected to increase due to productivity gains, concerns that artificial intelligence will substitute human labour in labour markets are still being discussed. While these essential topics constitute the economic dimension of development, there are also remarkable transformations in the social and cultural spheres resulting from artificial intelligence systems. Based on this awareness, this study addresses the current and potential impacts of AI on development under three subheadings: economic, social, and cultural dimensions. In addition, an evaluation of these transformations caused by artificial intelligence in the field of development is also to be made in terms of sustainability. Within the framework of the discussion, this study highlights the necessity of designing policies related to artificial intelligence in a comprehensive and dynamic manner without delay.
