CENSORSHIP IN THE RELATIONSHIP BETWEEN THE RULERS AND THE RULED

Abstract

The concept of censorship is categorized in the same group as the terms of ban, oppression and dictatorship in virtually every society. It is also the cause of a centuries-old quarrel between those who hate the probability of any damage to the traditional structure and institutions in the running of the state and society and who, therefore, strongly object to the idea of change and those who argue that it is necessary to embrace almost every thing new for the development and improvement of the society. The former group finds the practice of censorship vital fort he benefits of the human and society, while the latter considers it to be wrong fort he benefits of the same community. YÖNETEN-YÖNETİLEN İLİŞKİSİNDE SANSÜR

Abstract

Sansür kavramı hemen her toplumda baskı, yasak ve diktatörlük gibi kavramlarla bir arada anılmaktadır. Sansür aynı zamanda devletin ve toplumun işleyişinde geleneksel yapıya ve kurumlara zarar gelmesini istemeyen ve bu nedenle değişim fikrine karşı çıkanlarla, toplumun gelişimi için yeni olan hemen her şeye kucak açılması gerektiğini savunanlar arasında yüzyıllardır var olan bir tartışmanın da sebebidir. İlk grubun temsilcileri insanların ve toplumun çıkarları için sansür uygulamasını gerekli görürken ikinci grup aynı topluluğun çıkarları için bu uygulamayı yanlış bulmaktadır. İlk gruba göre bu uygulama bir kalkan, ikinci gruba göre ise insanlara yöneltilmiş bir silahtır
