Empırıcal analysis of the impact of macroeconomic variables implemented investment incentıves on policies in Turkey

Abstract

As in many countries, investment incentives have become an important part of the global economy in Turkey. The attractiveness of the capital lost the stability and investment incentive policies led to the development of several regulations by reviewing the relevant legislation has been adopted in this regard. Navigating serious restructuring and investment promotion policies who want to get their share of global capital cake Turkey considers that for this purpose several economic indicators also gained positive momentum. This study investigates the effects of investment incentive policies applied in Turkey between 1980 and 2012 on some macroeconomic variables (direct foreign investments, GDP per capita, total public expenditure, government borrowing interest rate, CPI). Results showed that growth and employment shows itself with a direct positive impact in promoting investment incentives provided. That covered the period 1980-2012 employment growth and the implementation of the investment incentive policies encouraging results in Turkey has yielded positive results. Foreign direct investment (FDI) and investment incentives has a neutral effect. Working within the specified variance decomposition results with impact-response results as seen in the chart FDI investment incentives demonstrate the positive effect very shortly.

Türkiye’de uygulanan yatırım teşvik politikalarının makroekonomik değişkenler üzerindeki etkisinin ampirik analizi

Abstract

Birçok ülkede olduğu gibi Türkiye’de de yatırım teşvikleri küresel ekonominin önemli bir parçası haline gelmiştir. Stabilliğini yitiren sermayenin çekiciliği yatırım teşvik politikalarının gelişmesine sebep olmuş ve bu bağlamda ilgili mevzuatlar gözden geçirilerek birçok düzenleme yürürlüğe konulmuştur. Yatırım teşvik politikaları ile ciddi yapılanmaya gidilerek küresel sermaye pastasından payını almak isteyen Türkiye, bu amaçla birçok makro ekonomik göstergenin de pozitif yönlü ivme kazanacağını düşünmektedir. Bu çalışma ile Türkiye’de 1980-2012 yılları arasında uygulanan yatırım teşvik politikalarının bazı makroekonomik değişkenler (doğrudan yabancı yatırımlar, kişi başına GSYİH, toplam kamu harcaması, devlet iç borçlanma senedi faiz oranı, TÜFE) üzerindeki etkisi araştırılmıştır. Yapılan VAR analizi sonucunda, büyüme ve teşvik kapsamında sağlanan istihdam ile yatırım teşvikleri arasında doğrudan pozitif bir etki kendisini göstermektedir. Yani Türkiye’de 1980-2012 döneminde uygulanan yatırım teşvik politikaları sonucunda büyüme ve teşvik kapsamında istihdam olumlu sonuçlar vermiştir. Yatırım teşvikleri ile doğrudan yabancı yatırımlar (DYY) arasında ise nötr bir etki mevcuttur. Çalışma içerisinde belirtilen varyans ayrıştırması sonuçları ile etki-tepki grafiklerinde de görüldüğü üzere yatırım teşvikleri sonucu DYY’lar çok kısa süre pozitif etki göstermektedir.
