KARADENİZ BÖLGESİ İLLERİNDE KARAYOLU ULAŞIMINDAN KAYNAKLANAN CO2 EMİSYONUNUN BELİRLENMESİ VE ÇEVRE VERGİLERİ

Abstract

Çevre vergileri, çevresel sorunları azaltmaya yönelik kullanılan mali bir araçtır. Türkiye’de enerji, ulaşım, kaynak ve kirlilik kapsamında çevre vergileri alınmaktadır. Ancak Türkiye’de çevre vergisi uygulamalarının henüz yeterli olmadığı görülmektedir. Yenilenemeyen enerji kaynaklarının kullanımı ve ulaşım faaliyetleri çevre kirliliğine neden olan önemli etkenler arasındadır. Dolayısıyla en fazla enerji kullanımına neden olan sektörlerden biri olan ulaşım sektörünün ortaya çıkardığı kirliliğin belirlenmesi çevre kirliliğinin azaltılabilmesine yönelik önlem alınabilmesi için gereklidir. Bunun için çalışmada, 2010 ve 2022 yıllarında Karadeniz Bölgesi illerinde karayolu ulaşımının neden olduğu CO2 emisyonunu hesaplamak amaçlanmaktadır. Bu bağlamda çalışmada, IPCC tarafından önerilen yöntemler arasından Tier 1 yöntemi kullanılmaktadır. Bu yöntem kapsamlı veri kullanımını gerektirmediği için seçilmiştir. Elde edilen bulgulara göre, 2022 yılında toplam CO2 emisyonunun en yüksek 1,797,01 GgCO2 ile Samsun ilinde gerçekleştiği görülmektedir. Ayrıca CO2 emisyonunun 2022 yılında Bayburt ili hariç diğer illerde arttığı görülmektedir. Ulaşılan sonuçtan hareketle çalışmada, çevre vergileri ve enerji konusuna yönelik çeşitli politika önerilerine yer verilmektedir.

DETERMINATION OF CO2 EMISSIONS RESULTING FROM ROAD TRANSPORTATION IN THE BLACK SEA REGION AND ENVIRONMENTAL TAXES

Abstract

Environmental taxes are a financial tool used to reduce environmental problems. In Türkiye, environmental taxes are collected within the scope of energy, transportation, resources and pollution. However, it seems that environmental tax practices in Türkiye are not yet sufficient. The use of non-renewable energy resources and transportation activities are among the important factors causing environmental pollution. Therefore, it is necessary to determine the pollution caused by the transportation sector, which is one of the sectors that causes the highest energy use, in order to take measures to reduce environmental pollution. For this purpose, the study aims to calculate the CO2 emissions caused by road transportation in the Black Sea Region provinces in 2010 and 2022. In this context, the Tier 1 method, among the methods recommended by IPCC, is used in the study. This method was chosen because it does not require extensive data usage. According to the findings, it is seen that the highest total CO2 emission in 2022 occurred in Samsun province with 1,797.01 GgCO2. In addition, it is seen that CO2 emissions will increase in other provinces except Bayburt in 2022. Based on the results obtained, the study includes various policy suggestions regarding environmental taxes and energy.
