Brexit and Agricultural Trade: Study on Extending the Scope of the Customs Union

Abstract

As a result of the referendum held on 23 June 2016, the United Kingdom informed the European Union that it wished to leave the Union in accordance with Article 50 of the Lisbon Treaty. It has become extremely important to estimate the economic impacts of Brexit, which has not been concluded after the referendum, and to implement appropriate policies. If one of the EU's relationship models with non-union countries is preferred for the United Kingdom, the impacts are estimated. In this study, the Customs Union model that exists between the EU and Turkey, United Kingdom and will be carried out with the assumption that the model of the EU's agricultural foreign trade potential effects has been studied to be calculated over the selected four agricultural products. As a result of the calculations, it is estimated that the total EU imports for these products will decrease by 18.1% and imports from the UK will decrease by 45.6%.

Brexit ve Tarımsal Dış Ticaret: Gümrük Birliğinin Kapsamının Genişletilmesi Üzerine Bir Çalışma

Abstract

23 Haziran 2016 tarihinde gerçekleşen referandum sonucunda Birleşik Krallık, Avrupa Birliğine Lizbon Anlaşmasının 50. Maddesi gereğince birlikten ayrılmak istediğini bildirmiştir. Referandum sonucundan günümüze sonuçlanmamış olan Brexit’in yaratacağı ekonomik etkilerin tahmin edilerek uygun adımlar atılacak politikaların hayata geçirilmesi son derece önemli hale gelmiştir. AB’nin birlik dışı ülkelerle geliştirmiş olduğu ilişki modellerinden birinin Birleşil Krallık için tercih edilmesi durumunda gerçekleşecek etkiler tahmin edilmektedir. Bu çalışmada Türkiye ile AB arasından var olan Gümrük Birliği Modelinin, Birleşik Krallık ile yürütülecek yeni ilişki modeli olduğu varsayımı ile AB’nin tarımsal dış ticaretine olası etkileri seçilen 4 tarım ürünü üzerinden hesaplanmaya çalışılmıştır. Yapılan hesaplamalar sonucunda AB’nin bu ürünlere yönelik yapacağı toplam ithalatın %18,1 oranında azalacağı ve Birleşik Krallıktan yapacağı ithalatın %45,6 oranında azalacağı tahmin edilmektedir.
