Economic and Social Solution Suggestions to Combat the Negative Effects of Financialization in the Housing Sector

Abstract

There is a crisis in access to affordable housing internationally. Today, with the impact of financialization, housing has turned into a commodity rather than a social right. In particular, the economic and social crisis caused by the COVID-19 pandemic, as an international public problem, has revealed how important and urgently housing rights and inadequate housing conditions are an international security problem that needs to be solved. However, the effects of financialization on the housing sector are not adequately addressed in the literature, especially from a human rights perspective. The study aims to discuss the reasons for price increases in the housing sector in the context of financialization and the economic and social measures that can be taken. The findings of the study, which examined the reasons for house price increases within the scope of OECD and European Union countries, are as follows; The financialization trend negatively affects access to affordable housing with a sufficient standard of living. The fact that housing is now considered as an investment tool for speculative purposes erodes the social aspect of the housing need. Privatization practices of social housing led to the rise of anti-human rights policies and the reduction of social housing expenditures. Therefore, first, the right to housing should be addressed within the framework of human rights principles. Public investments in social housing production should be increased and privatization practices of social housing should be abandoned. It has been concluded that states and local governments should design efficient, inclusive, and sustainable housing policies to restrain housing price increases provide fair access to housing, and reconsider housing as a public good within the scope of human rights.

Konut Sektöründe Finansallaşma Sorunu ile Mücadeleye Yönelik Ekonomik ve Sosyal Çözüm Önerileri

Abstract

Uluslararası düzeyde elverişli konuta erişim noktasında kriz yaşanmaktadır. Finansallaşmanın etkisi ile günümüzde konut sosyal bir hak olmaktan ziyade bir metaya dönüşmüştür. Özellikle, uluslararası kamusal bir sorun olarak COVID-19 pandemisinin yol açtığı ekonomik ve sosyal sorunlar, konut haklarının ve yetersiz barınma koşullarının ne derece önemli ve acil çözülmesi gereken uluslararası bir güvenlik sorunu olduğunu gözler önüne sermiştir. Ancak, literatürde finansallaşmanın konut sektörü üzerine etkileri, özellikle insan hakları perspektifinden yeterince ele alınmamaktadır. Yapılan çalışma, finansallaşma ekseninde konut sektöründe fiyat artış nedenlerini ve alınabilecek ekonomik ve sosyal tedbirleri tartışmayı amaçlamaktadır. OECD ve Avrupa Birliği ülkelerinde finansallaşma boyutu ile konut fiyat artış nedenlerinin ele alındığı çalışmada elde edilen bulgular şunlardır; Finansallaşma akımı, uygun fiyatlı ve yeterli bir yaşam standardına sahip konutlara erişimi olumsuz yönde etkilemektedir. Konutun günümüzde spekülatif amaçlı yatırım aracı olarak ele alınmaya başlanması, barınma ihtiyacının sosyal yönünü erozyona uğratmaktadır. Sosyal konutların özelleştirilmesi uygulamaları, insan hakları karşıtı politikaların yükselmesine ve sosyal konut harcamalarının azaltılmasına yol açmaktadır. Bu nedenle öncelikli olarak konut hakkının insan hakları ilkelere çerçevesinde ele alınması gerekmektedir. Sosyal konut üretimine yönelik doğrudan kamu yatırımları artırılmalı ve sosyal konutların özelleştirilmesi uygulamaları terk edilmelidir. Devletlerin ve yerel yönetimlerin, konut fiyat artışlarını dizginlemek ve konutlara adil erişim sağlamak için verimli, kapsayıcı ve sürdürülebilir konut politikaları tasarlamaları, konutu insan hakları kapsamında kamusal mal olarak yeniden ele almaları gerektiği sonucuna ulaşılmıştır.
