Two Policies, One Critical Assessment: Loan or Income Support?

Abstract

The pre-Covid 19 economic crisis of Turkey has deepened with the epidemic in that international institutions such as IMF foresees that that the economy could shrink by 5 % in 2020.Meanwhile as capital outflow increases, it increases the foreign exchange rate as well as the risk of a financial crisis. The real unemployment figures are expected to reach 15-16 million during the epidemic and an increase in poverty is foreseen. In this paper two specific policies which have been put on the agenda regarding the post-Covid economic recession are discussed. The first is the government’s economic stimulus policy via credit expansion. The other is covered in a study published by two academics. The latter which is titled as “Labour income supported public policy” is essentially a proposal focused on mitigating the effects of the current economic crisis. The fundamental weakness of this proposal however is the fractures of the so-called Dynamic Stochastic General Equilibrium Model which the study is based on.

İKİ POLİTİKA, BİR ELEŞTİREL DEĞERLENDİRME: KREDİ Mİ, GELİR DESTEĞİ Mİ?

Abstract

Türkiye ekonomisinin Covid-19 öncesinde başlayan krizi salgınla birlikte daha da derinleşti. Öyle ki IMF gibi uluslar arası kuruluşlar 2020 yılında ekonominin yüzde 5’e kadar küçülebileceğini öngörüyor. Ülkeden sermaye çıkışlarının artması bir yandan döviz kurunu yükseltirken, diğer yandan da finansal kriz riskini büyütüyor. Salgın sonrasında işsiz sayısının gerçek anlamda 15-16 milyona çıkması ve yoksulluğun artması bekleniyor. Bu yazıda Korona sonrası ekonomik daralma ile ilgili olarak gündeme getirilen iki politika tartışılmaktadır. İlk politika hükümetin kredi genişlemesi yoluyla ekonomiyi canlandırma politikasıdır. Diğeri ise iki akademisyenin yaptığı bir çalışmada yer almaktadır. “Emek gelir destekli kamu politikası” adı verilen bu öneri de asıl olarak ekonomiyi krizden çıkarmaya odaklanmış bir öneridir. Bu önerinin temel zayıflığı ise esas aldığı makro ekonomik genel denge modelidir.
