Relationship of Regional Development and Helix Models of Innovation: The Case of Turkey (2010-2019)

Abstract

Apart from income differences between countries, it is seen that income distribution varies in different regions within the same country. In addition to the general growth policies to be implemented throughout the country, it is important to implement regional development policies that will minimize development disparities. In this context, the recently developed Triple Helix Model analyzes the relationship and interaction of university, industry and government, and reveals the factors affecting innovation and regional development. In this study, the validity of the triple helix model for Turkey was investigated with panel data analysis approach by using the 2010-2019 data of 12 sub-regional economies determined by TUIK. To measure the effect on regional income; Regional Master's and Doctoral Graduates, Regional Employment Rate and the Regional Government's Total Budget Expenditures variables are used as a proxy for University, Industry and Government respectively. The results show that the increases in regional employment rate and government expenditures increase the regional gross domestic product (GDP) per capita, but the number of master and doctorate graduates does not have a statistically significant contribution on regional income. In this context, as suggested by the triple helix model, it is important to take steps that will pave the way for the university to contribute more to increasing regional income and improve cooperation.

Bölgesel Kalkınma ve İnovasyon Sarmal Modelleri İlişkisi: Türkiye Örneği (2010-2019)

Abstract

Sürekli Ülkeler arasındaki gelir farklılıklarının yanı sıra aynı ülke içinde farklı bölgelerde gelir dağılımının değiştiği görülmektedir. Bu bağlamda ülke genelinde uygulanacak genel büyüme politikalarının yanı sıra gelişmişlik farklarını en aza indirecek bölgesel kalkınma politikalarının uygulanması önemlidir. Son dönemde gelişen Üçlü Sarmal Modeli (Triple Helix) üniversite, sanayi ve devlet ilişkisini ve etkileşimini analiz ederek yenilik ve bölgesel kalkınmayı etkileyen faktörleri ortaya koymaktadır. Bu çalışmada üçlü sarmal modelinin Türkiye için geçerliliği TÜİK’in belirlediği 12 alt bölge ekonomisinin 2010-2019 yılı verileri kullanılarak panel veri analizi yaklaşımı ile araştırılmıştır. Modeldeki Üniversite faktörü, Bölgesel Yüksek Lisans ve Doktora Mezunu Sayısı değişkeniyle; Sanayi faktörü Bölgesel İstihdam Oranı değişkeni ile ve Kamu faktörü Bölgesel Hükümetin Toplam Bütçe Harcamaları değişkeni ile analizde kullanılmış ve bölgesel gelire etkisi araştırılmıştır. Elde edilen sonuçlar bölgesel istihdam oranı ve hükümet harcamalarındaki artışların, bölgesel kişi başına düşen gayri safi yurt içi hasılayı (GSYİH) artırdığını fakat yüksek lisans ve doktora mezunu sayısının bölgesel gelir üzerinde istatistiksel olarak anlamlı bir katkısının olmadığını göstermiştir. Bu bağlamda üçlü sarmal modelinin de önerdiği üzere üniversitenin bölgesel geliri artırmaya daha fazla katkı sunmasının önünü açacak ve iş birliğinin geliştirilmesini sağlayacak adımların atılması önemlidir.
