The majority of the works are dedicated to the
specific problem, for instance, scattering from the rough surface although, the
general theoretical bases of the statistical and spectral characteristics of
the scattered light for the light of non-Gaussian statistics have not been
studied so far. The signals with such statistics are produced when the
characteristic scales of the refraction factor is in comparison with the size
of illuminated region. In the present paper, we discuss the method of signal
processing for analyzing first and second order statistical moments of
electromagnetic radiation.
