The system of high education in Russia began to develop in 19th century only. The authority conducted inconsistent policy in this question. All universities and institutes settled down in the European part of Russia. There was not university in Siberia. The huge region required in development, therefore Siberian society had made efforts for opening university. As a result Tomsk University was founded in 1878, and then Tomsk Technological Institute and Siberian High Women's Courses were opened in Siberia. But it was not enough for the great territory. The incomplete development of the high education system became one of the reasons of backwardness of Russia from the European countries.
